Official forms:
High Bill, Meter Reading or Possible Leak
Find meter box
Usually near the front of the property, near the street, often in line with the main outside faucet.
Open carefully
Meter is usually in a concrete box marked “water.” Use a tool such as a large screwdriver to pry lid open.
Read left to right
Lift protective cap and read the number display left to right. Include the stationary zero.
Residential dial
For the residential meter, each rotation of the large dial measures 10 gallons.
| Problem | Official guidance | Action |
|---|---|---|
| Reading higher than bill | Different read dates can explain some difference. If considerably higher, check for leak or large use. | Check toilets, faucets, outside spigots, hoses, irrigation and hot-water systems. |
| Reading lower than bill | Official meter page says contact the office for assistance. | Call 870-862-6451 with meter photo and bill. |
| High usage | FAQ says numbers may be transposed/hard to read, or a leaky toilet/faucet may be hard to detect. | Ask if read can be reviewed and what proof is needed. |
| Low pressure | FAQ says check meter and surrounding area for possible leaks, then call the office. | Report whether all taps or only one fixture is affected. |
| Milky/discolored water | FAQ says a recent repair can allow air to enter the line, causing a milky look. | Call if it persists, has odor, or neighbors are affected. |
| Hot-water debris | FAQ says the water heater most likely needs flushing; use caution and follow owner’s manual or hire a professional. | Check whether debris appears only on hot water. |
After-Hours, Weekend and Holiday Help
Main after-hours number
Use after office hours, weekends and holidays for urgent reporting.
Water issue
No water, low pressure, suspected main break, water at meter box, unsafe leak, or severe discoloration.
Sewer issue
Sewer backup, wastewater overflow, or unsafe conditions. Stop using water if backup worsens.
| Urgent issue | Say this first | Prepare |
|---|---|---|
| Main break / water in street | “Water is flowing or bubbling at [location].” | Nearest address, cross street, flow direction, pavement damage, callback number. |
| No water / low pressure | “The property at [address] has no water/low pressure.” | All taps or one tap? neighbors affected? leaks near meter? |
| Sewer backup | “Sewage is backing up at [fixture/location].” | Stop using water, keep children/pets away, note if neighbors are affected. |
| Meter box leak | “There is water/leak at the meter box at [address].” | Photos only if safe; do not access utility-owned shutoff valve. |
Service-line rule: the residential agreement says the customer is responsible for maintaining the service water line from the meter to the residence. The meter box, lid and utility shutoff valve belong to the utility.
Rates, Policies and Account Responsibilities
Current rate documents
The Rates & Policies page links annual water and sewer rate PDFs, including the latest listed 2024 Water & Sewer Rates document.
Delinquency rule
The residential agreement says service may be discontinued if payment has not been received within 30 days from the bill date.
Meter access fee
The residential agreement says a $25 service fee may apply if the utility must make multiple trips to access the meter.
| Policy item | What it means for customers | What to do |
|---|---|---|
| Service call with no utility issue | A service charge may be applied if a customer requests a service call and the utility finds nothing wrong with the service connection or meter reading. | Check meter, fixtures and obvious leaks first if safe. |
| Mailing address responsibility | Customer must keep mailing address, contact information and security authorization password current. | Update the office after moving, phone change or mailing-address change. |
| Debts by other residents | Agreement says customer could be held responsible for utility debts owed by other persons living at the residence. | Clarify account responsibility before roommates/tenant changes. |
| Final bill | Application states final bill calculation can be substantially higher than normal when closing/transferring account. | Ask how final read, sewer, fees and closing balance will calculate. |
