When Is a Scottsdale Water Bill Due, and What Happens if It Is Late?
Scottsdale’s published billing definitions state that utility statements are due 20 days after the Bill Date printed on the statement.
The city’s late charge is the greater of:
- 1.5% of the past-due balance, or
- $5.
The city applies this late charge to qualifying balances forward greater than $10.
Example: If a qualifying past-due balance is $100, 1.5% equals $1.50. Because the minimum late fee is $5, the applicable late charge would be $5.
If You Received a Disconnection Notice
- Read the cutoff date and outstanding amount.
- Contact Utility Billing at 480-312-2461 to confirm what must be paid.
- Ask whether you qualify for a payment arrangement or hardship assistance.
- Use an authorized payment method and retain the receipt.
- Confirm directly with the city that payment has been received and the service status has been updated.
If water has already been turned off for nonpayment, Scottsdale directs customers to Revenue Recovery at 480-312-2705.
See the city’s official billing definitions for due dates, late fees and statement terminology.
Starting or Stopping Water Service When Moving in Scottsdale
Before applying, make sure the City of Scottsdale actually serves the property. A Scottsdale postal address does not always establish which water provider supplies that location.
Start Service at a New Address
- Open the official application. Visit Scottsdale Utility Service — Start Service.
- Verify the address. Use the address verification feature to confirm that city services are available at the property.
- Complete the request form. Enter the applicant and service information requested by the city.
- Review the deposit requirements. Scottsdale considers the applicant’s status, prior account payment history and ownership information when determining whether a deposit is needed.
- Submit the application. Follow the online instructions and save any confirmation.
- Confirm the start date. Contact Utility Billing if the requested service date is urgent or you need assistance completing the request.
Will You Need a Utility Deposit?
The city’s published new-service guidance provides examples of customers who may qualify for a deposit exemption:
- Renters: Previous Scottsdale utility service for at least 12 months within the past two years, with no more than two delinquencies during the most recent 12 months of service.
- Homeowners: Required escrow information must be provided.
- Commercial owners: Qualifying prior Scottsdale service and payment history.
Customers who do not meet the applicable conditions may be billed a deposit. Scottsdale does not publish one universal deposit amount on the start-service page. Call 480-312-2461 for the amount applicable to your account.
Stop Service When Moving Out
Use the official Discontinue Utility Service request when leaving a property.
Provide the requested account and move-out details, including your desired termination date and forwarding information. Keep a copy of the request and confirm any final bill or deposit balance with Utility Billing.
Leaving Scottsdale for Several Months?
This is particularly useful for seasonal Scottsdale homeowners.
The city provides a separate temporary water-service suspension option for customers leaving a property vacant for an extended period. The suspension must be for at least six consecutive months.
According to the city, an eligible request generally takes 3–5 business days after the completed form is received and the outstanding account balance is paid. The suspension cannot be backdated.

Understanding Scottsdale Water and Sewer Rates in 2026
Scottsdale Water does not charge one flat price for every household. Its water rate structure includes a monthly base charge based on meter size and a tiered consumption charge based on the volume of water used.
Higher-volume water use moves into more expensive tiers, which is especially relevant for large lawns, desert landscaping irrigation and swimming pool maintenance.
| Bill Component | How It Works |
|---|---|
| Water base charge | Monthly charge based on the size of your installed water meter, even when little or no water is used. |
| Water consumption | Based on metered usage. Higher consumption can reach higher pricing tiers. |
| Sewer base charge | Monthly wastewater base fee associated with meter size. |
| Sewer volumetric charge | Calculated using 90% of average water consumption during the previous December, January and February billing periods. |
| Solid waste | Trash and other applicable city service charges may appear on the same statement. |
The city provides official water and sewer rate schedules rather than a single fixed residential bill amount.

Why Winter Water Use Matters for Your Sewer Bill
Scottsdale recalculates sewer volumetric charges annually in July using water consumption billed in December, January and February.
Outdoor watering and swimming pool evaporation are generally lower during those months, making winter usage a more useful estimate of water entering the sewer system.
If you refill a swimming pool or experience a plumbing leak during those winter billing periods, the additional water use may affect your future sewer charges.
The city allows sewer charge adjustment applications for qualifying circumstances. Applications submitted before June 20 can be reviewed before the July update, and the city states that forms will not be accepted after August 31 for adjustments to the current year.
Start from the official Sewer Charge Adjustment section if you need to request a review.

Scottsdale Water Problems: Practical Steps Before You Call
Your Water Bill Suddenly Increased
In Scottsdale, unusual bills often involve a malfunctioning irrigation controller, leaking pipe, continuously running toilet or unexpectedly heavy landscape watering.
Check these items before submitting a billing complaint:
- Compare the current water usage with the previous month and the same season last year.
- Inspect irrigation valves, drip lines, pool autofill systems and outdoor faucets.
- Turn off all water-using fixtures and appliances temporarily.
- Check the water meter’s usage indicator without disturbing its connections.
- Leave water unused for at least 30 minutes and compare readings. Movement can indicate water is still flowing somewhere on the property.
- Repair confirmed leaks and keep invoices or photographs.
- Contact Utility Billing about the official high-utility-bill complaint process if the charges remain unexplained.
The city provides a detailed water meter and troubleshooting guide.
Use WaterSmart to Monitor Consumption
Scottsdale’s free WaterSmart portal provides water-use charts, conservation tips, downloadable data and leak assistance features.
- Sign in through Scottsdale eServices.
- Open Accounts and add your water account if necessary.
- Select the relevant utility account.
- Choose the WaterSmart button to register or access the service.
- Review consumption patterns and notification preferences.
Read the official WaterSmart instructions ↗
No Water or Unexpected Service Interruption
If water stops flowing, first establish whether it affects just your home or multiple nearby properties.
- Check another faucet in the home.
- Ask whether nearby properties are experiencing the same problem.
- Check whether a scheduled maintenance notice was delivered.
- Call 480-312-5650 to check for water main repairs or an unplanned shutoff.
- If the city disconnected service for nonpayment, call Revenue Recovery at 480-312-2705.
Low Water Pressure
Water pressure in Scottsdale varies with elevation and demand. The city’s published guidance describes system pressure ranging from approximately 40 to 120 psi in different areas.
For persistent low pressure, check for a malfunctioning home pressure regulating valve or water treatment appliance. A licensed plumber can inspect private plumbing.
Scottsdale Water also makes pressure gauges available to check out at its 9312 N 94th Street office. Contact Water Resources before visiting to confirm availability.
Sewer Backup
Scottsdale generally maintains the public sewer main, while the property owner is responsible for the private sewer lateral connecting the home to that main.
Contact Water Resources at 480-312-5650 for help determining whether a backup originates from the public sewer system or private plumbing. Avoid using affected drains until the source is understood.
Need Financial Assistance?
The city provides hardship assistance information for customers struggling with utility bills. Contact Utility Billing before the cutoff date to discuss possible payment arrangements or available support.
Visit Scottsdale Utilities and select the Hardship Assistance resource to review current options.
