Important 2026 billing update: Parkway Utility District switched to Starnik’s billing system on November 10, 2025. Customers previously enrolled in automatic payments were required to register and enroll again. If you have not checked your AutoPay settings since the transition, verify them before your next due date.

How to Pay Your Parkway Utility District Water Bill Online

The district links directly to the MMIA Starnik Resident Portal. Registered customers can sign in to view billing information and manage payments.

  3. Find the correct district account. Check that the account is associated with Parkway Utility District and your actual service address.

Parkway Utility District Login: Register for the New Starnik Portal

MMIA introduced its new online billing system in November 2025. The registration process uses account-specific verification information.

How to Create Your Account

  1. Open the MMIA Resident Portal.
  2. Select Sign Up or Sign Up Now.
  3. Find the enrollment information sent by MMIA. Parkway customers were directed to look for an email from WaterDistrict-MMIA@starnik.net, dated November 10, 2025.
  4. Use your account-specific registration link or security code from your current statement, as instructed by the portal.
  5. Complete the requested identity and account verification.
  6. Create a username and password.
  7. Sign in and verify that your Parkway Utility District account appears correctly.
Registration security: MMIA states that registration links are unique to the customer’s account and should not be shared. Do not post your enrollment email, security code or account details publicly.

Forgot Your Password or Username?

The official login screen provides separate recovery links:

  1. Open the Resident Portal login page.
  2. Select Forgot Password? or Forgot Username?.
  3. Follow the account verification and recovery instructions.
  4. Contact MMIA if your email address or account information is no longer accessible.

Set Up or Re-Enroll in Automatic Water Bill Payments

Automatic payment enrollment did not simply continue unchanged through the November 2025 billing system transition. Customers who previously used AutoPay were instructed to reenroll.

  1. Sign in to the new Starnik customer portal.
  2. Open the available automatic payment or recurring payment settings.
  3. Select an accepted bank-account or card payment method.
  4. Enter the requested payment information.
  5. Review the authorization, applicable fees and withdrawal schedule.
  6. Save the enrollment confirmation.
  7. Check whether your current bill will be covered by the new enrollment. If not, make a separate manual payment.
AutoPay check: If you previously used MMIA’s older billing system, verify that the new portal actually shows an active automatic payment arrangement. An old enrollment confirmation is not enough.

MMIA also references a bank draft enrollment application on the back of eligible water bills. See the official payment instructions or call customer service for the current process.

If you are moving into Parkway Forest, Sierra Ranch, Stonefield or Sunrise Pines, confirm whether your address is served by Parkway Utility District before submitting an application.

New Water Account Application

  1. Open MMIA’s official New Service page.
  2. Download the New Service Application.
  3. Complete the application and signed service agreement.
  4. Prepare a copy of your closing documents if you own the property, or a signed lease if you are renting.

Moving tip: Emailing the application alone does not complete the entire process. MMIA specifically instructs new customers to call the office after submitting their paperwork to pay the required charges.

How Much Is the New-Service Deposit?

The current online instructions do not provide one verified Parkway-specific deposit amount applicable to every applicant. Contact MMIA at 281-651-1618 to confirm your required deposit, connection charge and acceptable payment method.

Stop Water Service When Moving Out

MMIA provides an online cancellation request form. It requires your contact information, service address, requested cancellation date and forwarding address.

  1. Open MMIA Cancel Your Service.
  2. Enter your name, email address and contact phone number.
  3. Provide the service address where water should be stopped.
  4. Select the requested cancellation date.
  5. Enter the forwarding address for any final correspondence.
  6. Submit the request.
  7. Wait for an MMIA customer service representative to confirm and finalize cancellation.
Do not assume service has ended immediately: MMIA states that a representative will contact you to finalize cancellation. Confirm the final date and billing status before leaving the property.

Water Billing Questions, Past-Due Balances and High Bills

Parkway Utility District customer accounts are handled by MMIA. The operator provides a separate billing inquiry form for routine account questions.

How to Submit a Billing Question

  1. Open MMIA Billing Questions.
  2. Enter your name and email address.
  3. Provide the Parkway water account number and contact phone number.
  4. Explain the disputed charge, payment issue or question.
  5. Submit the form and retain a copy of your message.
Past-due bill? MMIA specifically instructs customers with delinquent or past-due balances to call 281-651-1618 rather than relying on the routine billing inquiry form.

Why Did Your Water Bill Increase?

Before assuming a billing error, compare the current and previous consumption readings. A higher bill can result from increased use, leaking plumbing, irrigation activity, an unpaid prior balance or applicable rate and fee changes.

  • Check toilets for continuous running after flushing.
  • Inspect outdoor faucets, hose connections and irrigation systems.
  • Look for wet patches near underground water lines.
  • Compare actual gallons used with earlier statements.
  • Review the meter reading dates and any account adjustments.
  • Ask MMIA to explain unexplained usage or charges.

For a meter that appears to record usage while all water-consuming devices are off, use MMIA’s water meter guidance or request operator assistance.

Houston-area summer tip: Sprinkler systems can consume substantial water during hot weather. Check automatic irrigation schedules after a power outage or controller reset, particularly if your water use rises without a household change.

Report Water Main Breaks, Sewer Odors and Service Outages

Parkway Utility District directs customers to MMIA for serious water and wastewater service problems.

24-Hour Water & Sewer Emergency Number

281-651-1618

Water operator: M. Marlon Ivy & Associates, Inc.

After-hours calls are handled through the operator’s answering and on-call response arrangements.

When Should You Call?

  • Broken water main or visible water line leak
  • Sudden loss of water pressure
  • Unexpected water service interruption
  • Discolored water
  • Strong sewer odor
  • Open manhole or damaged sewer infrastructure
  • Lift station alarm or suspected sewer system problem

Provide the location, time the problem began and any safety concerns. Avoid entering flooded excavations, opening manholes or attempting to repair utility-owned equipment.

Recent local example: On October 15, 2026, Parkway Utility District posted a notice concerning a water main break and an expected service interruption of approximately four to eight hours. Always check the district’s latest notices rather than assuming an earlier outage remains active.
