Rates and WQA: Why the Sewer Part of the Bill Changes
WQA meaning
Winter Quarter Average uses December, January, and February water/wastewater consumption because it better reflects indoor domestic use without irrigation.
Formula
(C ÷ D) × Y = WQA
C = total consumption, D = service days, Y = 30.42 or 30.50 in leap years.
When it starts
After calculation, the new wastewater rate based on WQA starts in March each year.

Meter location
