Rowlett Water Bill Due Dates and Disconnection Rules
Rowlett issues utility bills monthly, generally on either the 15th or 30th, depending on the customer’s service area. The bill is due 20 days after the billing date.
Delinquent notices are issued when payment is not received by the due date.
What Happens If Your Water Is Disconnected?
The city requires customers to pay the full past-due balance, including the applicable $27.50 disconnection fee, before service can be restored.
Payment arrangements and extensions are not available after service has been interrupted for nonpayment.
- Check the past-due amount and applicable disconnect fee.
- Pay the full required balance online, by phone or at the billing office.
- Call 972-412-6105 or email payments@rowlett.com to confirm payment.
- Ask the billing office to verify that your account has been submitted for reconnection.
- Follow the city’s restoration schedule.
Do not call the after-hours emergency number merely to request reconnection for nonpayment. Rowlett reserves that number for actual water or sewer emergencies and warns that non-emergency after-hours requests may result in a $50 fee.
Can You Get a Payment Extension?
Rowlett allows eligible customers who are at risk of disconnection to request a payment extension before service has been interrupted.
The published policy permits an extension of up to 10 calendar days, provided the customer completes and signs a Utility Payment Extension Agreement.
How to Request an Extension
- Contact 972-412-6105 before your account reaches disconnection.
- Ask whether your account qualifies for the Utility Payment Extension Agreement.
- Confirm the complete past-due amount that must be included.
- Complete and sign the required agreement.
- Pay the balance by the agreed date.
Extensions are generally limited to one every three months, with a maximum of four within 12 months. Consecutive extensions are not permitted.
Failing to comply with an extension can result in disconnection without further notice and may make the customer ineligible for additional extensions for 12 months.
Review the city’s Payment Options and extension policy before applying.
2026 Rowlett Water Rates: New Charges Effective October 1
Rowlett increased residential water, sewer and trash rates effective October 1, 2026. The city announced the changes on September 30, 2026.
Because utility billing is done in arrears, some October statements may contain prorated amounts. The full updated rates are expected to be reflected beginning with November bills.
Residential Water Rates
| Water Charge | Before Oct. 1, 2026 | From Oct. 1, 2026 |
|---|---|---|
| Monthly base charge, 5/8-inch or 3/4-inch meter | $23.65 | $24.83 |
| First 3,000 gallons, per 1,000 gallons | $4.44 | $4.66 |
| 3,001–15,000 gallons, per 1,000 gallons | $7.21 | $7.57 |
| Above 15,000 gallons, per 1,000 gallons | $9.00 | $9.45 |
These rates apply to the cited residential meter sizes. Larger water meters can have different base charges.
Example: A Home Using 5,000 Gallons
For a residential account with a 5/8-inch or 3/4-inch meter, the new monthly water charges for 5,000 gallons are:
- Base water charge: $24.83
- First 3,000 gallons: 3 × $4.66 = $13.98
- Next 2,000 gallons: 2 × $7.57 = $15.14
Estimated water-only total: $53.95.
This example excludes sewer, drainage, trash and any other applicable charges. Actual account totals can differ because of billing dates, meter classification and adjustments.
Other Residential Utility Rate Changes
| Charge | New Rate |
|---|---|
| Monthly sewer base charge | $31.05 |
| Sewer usage, per 1,000 gallons | $7.65 |
| Sewer usage billing cap | 10,000 gallons |
| Residential trash, one cart | $23.18 |
| Additional residential trash cart | $14.05 |
For the official explanation of why rates changed and when they appear on bills, see Rowlett’s September 30, 2026 utility bill update.
Why Is Your Rowlett Water Bill Suddenly Higher?
Rowlett began a coordinated water-meter maintenance project in June 2026 to repair or replace meters that were no longer recording water consumption correctly.
Some affected households had previously received minimum bills because their meters were not registering actual usage. Once a meter was repaired, bills began showing the water being consumed.
This can make a new statement look unusually high even when the replacement meter is functioning properly.
Check These Details Before Disputing a Bill
- Review the service period. Find the dates near the upper-right portion of your water statement.
- Compare the previous year’s usage. Water consumption changes seasonally, especially during hot North Texas summers.
- Check whether the meter was serviced. If you previously received minimum bills, ask whether meter maintenance affected your property.
- Review lawn watering and swimming pool usage. Sprinkler systems can continue operating during rainy weather if their schedules are not adjusted.
- Check for plumbing leaks. Inspect toilets, faucets, irrigation pipes and outdoor connections.
- Use your AMI water meter history. Hourly readings can help identify unusual consumption patterns.
- Ask for a meter re-read. Contact Utility Billing if the usage still appears incorrect.
Rowlett also provides free toilet dye tablets at its Utility Billing office to help customers detect running toilet leaks.
Check Hourly Water Usage With Rowlett AMI
Rowlett’s Advanced Metering Infrastructure system uses electronic meter technology to record and transmit water-consumption information. Customers can access hourly usage data and configure alerts that may help detect potential leaks.
This is different from the Paymentus billing portal. Paymentus is primarily used for payments and AutoPay, while AMI helps customers understand consumption.
How to Access AMI Water Usage
- Open Rowlett Advanced Metering Infrastructure.
- Select the city’s AMI customer portal link.
- Register or sign in following the portal instructions.
- Link the relevant water account if requested.
- Review hourly consumption and identify unusual spikes.
- Configure water-usage alerts if available for your meter and account.
An unexplained increase at night, when residents are normally asleep and irrigation is off, may indicate a continuously running fixture or concealed leak.
The city also publishes an AMI Customer Manual on its official information page.
Request a Water Leak Adjustment in Rowlett
Rowlett allows qualifying residential customers to request a bill adjustment for certain water leaks, but approval is limited and not every leak is eligible.
Important Eligibility Rules
- Leak adjustments are limited to one within a rolling 12-month period.
- The city requires proof of the leak and the completed repair.
- Adjustments may cover a maximum of two months.
- An approved adjustment is limited to 50% of the consumption attributed to the leak at the rate billed.
- Sprinkler systems, swimming pools, pool equipment, toilets and other noticeable above-ground leaks are excluded.
- Commercial and irrigation-only accounts are not eligible.
For qualifying leaks, the city generally uses prior-year consumption for the same month to calculate the adjustment. If a customer has no usable consumption history, an adjustment may not be available.
How to Request a Review
- Locate and repair the leak.
- Keep plumber invoices, repair receipts, photographs and relevant dates.
- Compare the affected billing period against normal water use.
- Contact 972-412-6105 or utilities@rowlett.com.
- Ask how to submit the documentation for a leak adjustment.
- Continue managing the account balance while the request is reviewed.
Read the official Billing Information and Leak Adjustment Policy.
Start New Water Service in Rowlett
New residents can establish water service through the city’s application process. Rowlett requires identity documentation and proof of residency before beginning service.
Documents Required
- Completed utility service application.
- Valid government-issued identification, such as a driver’s license.
- Proof of residency, such as a lease or home closing/contract paperwork.
- Service address and requested connection date.
- Required deposit and service fees, unless a qualifying deposit waiver applies.
How to Apply
- Visit Rowlett Starting Utility Service.
- Select the New Residential Service Application or the appropriate commercial application.
- Complete the applicant and service-address information.
- Upload or submit the identification and residency documents as instructed.
- Select an available service connection appointment.
- Pay the required charges or provide any eligible deposit-waiver documentation.
- Be present during the scheduled connection period.
New Water Service Fees
| Charge | Published Amount |
|---|---|
| Residential deposit | $100 |
| Commercial deposit | $150 |
| Standard service fee | $25 |
| Missed service appointment | Additional $25 |
| After-hours connection | Additional $50 |
| Transfer between Rowlett addresses | $25 service fee |
Rowlett offers a possible deposit waiver when a Letter of Credit from a previous utility shows good payment history for the most recent 12 months.
The letter must be received within three business days after the application. Otherwise, the city may bill the deposit on the first monthly statement.
New Service Appointment Hours
Published appointment periods are available Monday through Thursday:
- 9 AM–11 AM
- 1 PM–3 PM
- 3:30 PM–5:30 PM
The applicant must be present during the selected window. Rowlett requires this precaution because turning on water at a property can cause flooding if plumbing fixtures or valves have been left open.
Transfer or Disconnect Water Service When Moving
If you already have a Rowlett water account and are moving to another address served by the city, you can request a service transfer instead of beginning an entirely unrelated application.
Transfer an Existing Account
- Open Starting Utility Service.
- Select the Transfer of Service Application.
- Enter your current account details and new address.
- Provide the requested connection or disconnection dates.
- Complete any required service appointment steps.
- Review the $25 transfer service fee.
Stop Service at Your Old Address
Rowlett permits utility account discontinuation online or in person.
- Open the city’s Utility Billing Department page.
- Find the Discontinuing Service option or contact customer service.
- Provide the service address, account information and desired termination date.
- Give a forwarding address or contact information for the final bill.
- Confirm whether an outstanding balance or deposit refund applies.
Do not assume that moving out or canceling AutoPay automatically closes the utility account.
Water Main Break, Sewer Backup or After-Hours Emergency
Rowlett’s Public Works Department manages the local water distribution and wastewater collection infrastructure. Routine utility billing requests and genuine emergencies use different phone numbers.
| Problem | Contact |
|---|---|
| Water bill or account question | 972-412-6105 |
| Water or sewer emergency after hours | 972-412-6201 |
| Public Works office | 972-412-6287 |
| General city services / Action Center | 972-412-6100 |
| Emergency threatening life or safety | 911 |
What to Do If Water Stops Unexpectedly
- Check whether the issue affects one faucet or your entire home.
- Ask nearby residents whether they have the same problem.
- Check for a scheduled service interruption or city notice.
- Call the appropriate utility or emergency contact.
- Give the exact address and explain when the problem started.
If there is visible water escaping from a public main or a sewer overflow, stay clear of the affected area and notify the city.
After-hours emergency: 972-412-6201.
Official department: Rowlett Public Works.
Where Does Rowlett Drinking Water Come From?
Rowlett purchases treated drinking water from the North Texas Municipal Water District (NTMWD). The district treats water at its facilities in Wylie and supplies it to Rowlett’s distribution system.
Lake Lavon is a major source of water for the regional system. Rowlett stores and distributes the water through its local infrastructure, including elevated storage facilities.
The city reports that its drinking-water system has received a Superior rating under the Texas Commission on Environmental Quality’s public water system classification.
For the latest water quality information, reports and advisories, visit Rowlett Water Utility.
North Texas Water Conservation Tip
Hot, dry periods can sharply increase lawn and landscape irrigation. If your water bill rises during summer, check sprinkler schedules and outdoor water use before assuming that the billing system is incorrect.
Rowlett provides information about water-saving practices and seasonal watering on its utility department website.
