Old Havelock Utility Login No Longer Works?
The previous Munis Citizen Self Service payment website has been retired. Its utility billing page now directs customers to the new payment system.
Current portal: Municipal Online Services.
Former portal: selfservice.havelocknc.us.
If an old bookmark opens the retired payment system, replace it with the new portal link.
Common Login and Payment Problems
| Problem | What to Do |
|---|---|
| Cannot find account number | Check your statement for the numbers separated by a dash, or call customer service at 252-444-6404. |
| Quick Pay shows no payment history | Create an online profile and link your utility account. |
| Account does not appear after signing in | Choose Add Account and enter the account and customer numbers. |

| Old portal not accepting payments | Use Municipal Online Services instead of the retired Munis site. |
| Verification code not received | Check the registered email or phone number and follow the portal’s verification instructions. |
What Does “Online Payments Are Prevented on This Account” Mean?
According to Havelock’s portal FAQs, one possible cause is a cash-only restriction placed on an account after returned payments.
For an account with that restriction, the city says payments cannot be completed through the web portal or automated phone system. Contact customer service for an approved payment method. Checks are not accepted on cash-only accounts.
Call 252-444-6404 and request a review of your account status.

2026 Havelock Water and Sewer Rates
The City of Havelock published new residential utility rates effective July 1, 2026. Customers are charged fixed monthly service fees plus additional charges based on the number of gallons used.
Monthly Base Charges Inside Havelock City Limits
| Service | Monthly Charge |
|---|---|
| Water, 3/4-inch meter | $31.30 |
| Sewer base charge | $69.30 |
| Residential stormwater fee | $4.00 |
| City trash pickup, one 95-gallon cart | $26.70 |
The water, sewer and stormwater base charges total $104.60 per month before water consumption. If the property also receives one city trash cart, the total fixed amount becomes $131.30.
2026 Residential Water Consumption Rates
| Monthly Usage | Rate per 1,000 Gallons |
|---|---|
| First 3,000 gallons | $4.10 |
| Next 3,000 gallons | $4.70 |
| Next 3,000 gallons | $5.20 |
| Above 9,000 gallons | $5.80 |
2026 Residential Sewer Consumption Rates
| Monthly Usage | Rate per 1,000 Gallons |
|---|---|
| First 3,000 gallons | $12.70 |
| Next 3,000 gallons | $13.90 |
| Next 3,000 gallons | $15.30 |
| Above 9,000 gallons | $16.60 |
Havelock uses tiered billing. The first 3,000 gallons receive the first-tier rate, the next 3,000 gallons receive the second-tier rate, and so on. Higher rates do not apply retroactively to every gallon used.
Example: Monthly Bill for 5,000 Gallons
For a residential property inside city limits with a 3/4-inch meter, using 5,000 gallons of water and an equal amount of billable sewer consumption:
| Charge | Amount |
|---|---|
| Water base charge | $31.30 |
| Sewer base charge | $69.30 |
| Stormwater | $4.00 |
| Water usage: first 3,000 gallons | $12.30 |
| Water usage: next 2,000 gallons | $9.40 |
| Sewer usage: first 3,000 gallons | $38.10 |
| Sewer usage: next 2,000 gallons | $27.80 |
| Estimated monthly total | $192.20 |
With one city-provided trash cart, the estimated total would be $218.90. This illustration excludes any additional account-specific charges, fees or adjustments.
Official rate information and the city’s water-usage calculator are available at Havelock Utility Rates & Billing.
Why Your Havelock Water Bill Includes Several Charges
Your city utility statement may include drinking water, wastewater, stormwater and solid-waste services. Each charge serves a different purpose.
- Water base charge: A fixed monthly charge associated with your water service and meter.
- Water usage charge: Based on the gallons consumed during the billing period.
- Sewer base charge: A fixed charge supporting the wastewater system.
- Sewer usage charge: Calculated using applicable water-consumption information.
- Stormwater fee: A monthly charge related to stormwater infrastructure.
- Trash collection: Added when the property receives city solid-waste service.
A bill can therefore remain above $100 even when very little water is consumed, because fixed monthly charges still apply.
Local billing detail: Some properties receive drinking water from Craven County but sewer service from Havelock. These customers should not assume their city sewer statement includes their county water charges.
The city provides a separate Craven County Water – Havelock Sewer Only Account document through its official forms page.

High Water Bill? Check for Leaks and Unusual Consumption
Havelock’s tiered water and sewer charges mean a plumbing leak can affect both portions of the utility bill. A toilet that runs continuously, for example, may increase recorded water usage and associated sewer charges.
What to Check First
- Compare the gallons used. Look at current and previous billing statements, not only the amount due.
- Inspect toilets. Listen for running water after flushing and check for leaking tank components.
- Check faucets and exposed plumbing. Look under sinks and around water heaters for dripping or standing water.
- Inspect outdoor connections. Check hoses and irrigation systems when they are in use.
- Review recent household changes. More occupants, visitors or extended outdoor watering can increase consumption.
- Repair confirmed leaks promptly. Keep invoices and other proof of repair.
- Ask about a leak adjustment. Contact the utility department to determine whether the account meets the city’s requirements.
Request a Leak Adjustment
Havelock provides a Leak Adjustment Request form through its official customer service documents.
- Visit Account Maintenance Forms.
- Open the Leak Adjustment Request form.
- Read the eligibility rules and documentation requirements.
- Enter the utility account, service address and leak details.
- Provide the requested repair records or proof of correction.
- Submit the request using the instructions on the form.
- Contact Customer Service if you need to confirm the status of your request.
An adjustment is not automatic. The city must determine whether the circumstances qualify under its policy.
