Residential Service Deposits
| Service | Standard Deposit | Without SSN |
|---|---|---|
| Water | $30 | $60 |
| Wastewater | $60 | $120 |
| Reclaimed water | $35 | $70 |
The amounts are published per Equivalent Residential Connection (ERC). A customer receiving both water and wastewater under one standard residential ERC would generally have deposits totaling $90, excluding other services and connection charges.
Security deposits are required for new accounts, including transfers. CCUA also states that additional deposits may be required in certain delinquency or repeat-disconnection situations.

Clay County Water Rates and Monthly Bill Calculations
CCUA bills monthly. Your total can include water base charges, usage charges, wastewater charges, reclaimed-water charges and applicable surcharges.
The authority published a proposed FY2026–2027 rate adjustment beginning October 2026, including a 4.6% increase for several residential water and wastewater charges. Because a proposal is not itself the final adopted rate schedule, verify the current rates before estimating a bill.
Published Proposed Residential Water Usage Rates
| Monthly Water Consumption | Proposed Rate per 1,000 Gallons |
|---|---|
| First 6,000 gallons | $1.97 |
| 6,001–12,000 gallons | $5.83 |
| 12,001–18,000 gallons | $7.54 |
| Above 18,000 gallons | $9.67 |
The table shows the proposed residential tier rates, not a verified final bill for every account. Monthly base charges and wastewater or reuse charges are separate.
Estimate Your Own Water Bill
- Open the official CCUA Bill Calculator.
- Choose the service type and meter size.
- Select the utility services provided at your address.
- Enter your monthly water use in thousands of gallons. For example, enter 6 for 6,000 gallons.
- If you have reclaimed water, enter the reclaimed-water consumption separately.
- Select Calculate to view the estimate.
The calculator may not include every tax or account-specific fee. Use your actual statement for the amount due.
Check CCUA Rates and Financial Updates for current and adopted rate information.
How to Start Water Service in Clay County
If you are moving to Middleburg, Fleming Island, Oakleaf Plantation or another CCUA-served area, first confirm that the authority provides service to your exact address.
CCUA asks residential customers to submit new service requests at least two business days before the desired connection date.
New Residential Customer Steps

- Select Apply for New Residential Service.
- Enter the requested customer details, property address and desired start date.
- Complete the required identity and account verification steps.
- Submit the online application.
- Wait for a CCUA customer service representative to contact you about the remaining requirements.
- Confirm the connection date, deposit and applicable service charges.
If you apply online but do not receive the expected application or confirmation within the timeline described by CCUA, contact customer service to make sure the request was received.
Applying in Person
CCUA’s published checklist asks residential applicants to bring:
- A valid driver’s license.
- A document showing the applicant’s Social Security number, such as an accepted identification or financial document.
- The service address and desired activation date.
- Any additional documentation requested for the account.
Contact CCUA if you do not have an SSN or need an alternate identity-verification process. The published rate schedule includes a separate deposit category for customers without an SSN.
Does Your House Have Reclaimed Water?
If reclaimed water is used for irrigation at the property, CCUA may require a cross-connection inspection during the service setup process.
The inspection generally takes about 10 minutes, and an adult must be present.

Water Disconnected for Nonpayment? What to Do
If your CCUA water service has been disconnected or is scheduled for disconnection, contact the authority to confirm the exact amount required to restore service.
- Call 904-272-5999.
- Provide the account number and service address.
- Ask for the overdue balance and applicable reconnection or nonpayment charges.
- Pay through the authorized customer portal or another payment method approved by CCUA.
- Save the transaction confirmation.

CCUA’s October 2026 schedule lists different nonpayment-related fees depending on whether service is handled before 4 PM on a weekday, later in the evening, or during weekends and holidays.
Need a Payment Arrangement?
CCUA offers short-term payment arrangements for qualifying customers and works with local organizations that provide utility assistance.
Contact the authority before the account becomes further delinquent. Explain the balance, when you can pay and whether a payment arrangement is available.
Official guidance: CCUA Billing, Payment and Assistance.
High Water Bill? Request a Leak, Pool Fill or Sod Credit
Unlike some utilities that only consider leak adjustments, CCUA also describes potential bill credits for qualifying pool filling and newly installed landscaping.
Leak Adjustment
- Compare your latest usage with your normal monthly consumption.
- Check toilets, outdoor faucets, irrigation lines and visible plumbing.
- Arrange repairs for any confirmed private-property leak.
- Keep the plumber’s invoice or receipts for repair materials.
- Contact CCUA and ask about the leak-adjustment application.
- Submit the required documentation for review.
CCUA bases adjustments on documented repairs and normal consumption patterns. Approval is not automatic.
Pool Fill Credit
If you filled a swimming pool, you may qualify for a wastewater credit for one fill per calendar year.
Prepare the pool capacity and fill date. Contact CCUA for the specific submission process. The credit applies to qualifying wastewater charges, not necessarily the cost of the water itself.
New Sod or Landscaping Credit
Newly installed sod may require additional watering during establishment. CCUA offers a potential credit for qualifying landscaping installations.
Keep the landscape installation receipt and watering schedule, then ask CCUA about the applicable claim requirements.
Read the official CCUA Billing & Payment page for the current bill-credit options.
Water Outages, Boil Water Notices and Emergency Reporting
Clay County Utility Authority handles water distribution problems, service interruptions and utility-related water or wastewater emergencies within its service area.
CCUA customer and emergency contact: 904-272-5999.
How to Report No Water or Low Pressure
- Check whether the problem affects one fixture or the entire home.
- If safe, determine whether neighboring properties also have low pressure.
- Look for a current utility service interruption announcement.
- Contact CCUA with your address and a description of the problem.
- Follow any emergency or drinking-water advisory issued for your service area.
CCUA publishes current notices through its official homepage and News & Alerts section.
October 2026 Clay County Service Notices
CCUA posted water service interruption and precautionary boil-water advisory notices in October 2026 affecting portions of Blanding Boulevard and Tuscarora Trail.
These notices concern specific locations and dates. They should not be interpreted as countywide advisories. Check the current notice and whether an official retraction or lifting notice has been issued for your exact service address.
For immediate danger involving flooding, damaged electrical equipment or unsafe infrastructure, move away from the hazard and contact the appropriate emergency service.
Clay County Lawn Watering and Reclaimed-Water Restrictions
Clay County homeowners should pay attention to irrigation restrictions, particularly during dry periods. CCUA may supply potable or reclaimed water depending on the property.
At the time of this review, CCUA’s official website displays a Phase III Water Shortage Restrictions notice. Watering permissions can therefore be stricter than the normal seasonal schedule.
Check Your Current Watering Days
- Open the St. Johns River Water Management District Watering Restrictions page.
- Review the current restrictions for Clay County and your water source.
- Check whether your property uses potable water or reclaimed water.
- Verify permitted watering days, hours and any emergency restrictions.
- Update your irrigation controller to match the current rules.
Reclaimed-water availability does not automatically mean there are no restrictions. Follow any CCUA system-specific instructions and active district orders.
Does CCUA Serve Every Clay County Address?
No. Clay County government explains that utility service providers vary by location. CCUA is an important provider for unincorporated areas, but incorporated municipalities may operate separate systems.
| Area or Provider | Contact | Official Information |
|---|---|---|
| Clay County Utility Authority | 904-272-5999 | CCUA Official Website |
| Green Cove Springs Utilities | 904-297-7500 | City of Green Cove Springs |
| Town of Orange Park | 904-278-3016 | Town of Orange Park |
