How to Pay Your Spokane Water Utility Bill Online

The City of Spokane uses its My Spokane eBill service for online payments. Unlike some water utilities, Spokane requires customers to create an online City account before accessing eBill payment features.

  1. Open the City’s eBill website. Go to My Spokane eBill. If you are not logged in, you will be directed to the official account sign-in page.
  2. Sign in or create an account. Existing users enter their email address and password. New users select Sign Up or Create an Account.
  3. Have your utility bill ready. You will need the account information printed on your Spokane utility statement to complete online utility billing enrollment.
  4. Complete registration. Follow the email verification and account-linking instructions. The City states that online account requests are approved within two business days.
  5. Open eBill. After approval, access your utility account to review the current account information, previous statements, charges and payments.
  6. Make your payment. Select the available payment option and enter your Visa, Mastercard, Discover or American Express card information.
  7. Save the confirmation. Keep the transaction receipt until the payment appears in your utility account.
Online payment fee: The City of Spokane states that credit and debit card payments made through its official eBill system are free of charge.
Need to pay an overdue bill? The City specifically directs accounts with past-due balances to the My Spokane counter on the first floor of City Hall. Call 311 or 509-755-2489 before relying on an online payment to stop disconnection.

How Long Does Online Registration Take?

The City states that an eBill account request normally becomes available within two business days. If you have not received approval after that period, email ubill@spokanecity.org.

This is important when your payment deadline is near. Do not depend on creating a new online account at the last minute.

How to Set Up Automatic Spokane Utility Payments

Spokane offers ACH automatic payments from a checking or savings account. The amount due is withdrawn on the bill’s payment due date.

  1. Sign in to My Spokane eBill.
  2. Access your utility billing account.
  3. Find the automatic electronic payment enrollment option.
  4. Enter the requested bank account and routing information.

When does AutoPay begin? The City says automatic payments begin with the next billing cycle after bank information has been verified. A returned electronic payment may result in additional charges.

Automatic payment arrangements may be cancelled by the customer or the City. If you close your bank account, update your payment settings before the next deduction.

Spokane Water, Sewer and Stormwater Rates for 2026

Spokane residential utility bills include fixed monthly charges and water usage charges. The published rates distinguish properties inside City limits from customers outside City limits who receive City services.

Monthly ChargeInside CityOutside City
Water service$20.07$30.11
Wastewater$39.79$69.63
Stormwater$5.60Not applicable
Water/Wastewater capital$36.30$41.60

Water consumption and solid waste collection are billed separately from these fixed charges. Customers receiving only water or only wastewater may have prorated capital charges.

2026 Water Consumption Rates

Spokane meters water in units of 100 cubic feet, approximately 748 gallons per unit. The published residential usage tiers are:

Monthly Usage TierInside City / UnitOutside City / Unit
First 6 units$0.3775$0.5663
Next 6 units, through 12$0.7988$1.1983
Next 13 units, through 25$1.0746$1.6119
Next 20 units, through 45$1.6989$2.5483
Over 45 units$2.4436$3.6656

Example: Inside-City Household Using 10 Water Units

Using the published tiered rates:

  • First 6 units × $0.3775 = $2.265
  • Next 4 units × $0.7988 = $3.1952
  • Water consumption subtotal: approximately $5.46

This example covers water usage only. Water service, wastewater, stormwater, capital charges and refuse collection can make the complete monthly bill substantially higher.

Local bill-reading tip: Spokane’s water usage is not shown exclusively in gallons. One billing unit equals approximately 748 gallons. Check the number of water units before comparing your bill with a utility that charges per 1,000 gallons.

For updated figures and commercial rates, see Spokane’s Official 2026 Utility Rates.

Budget Billing, Low-Income Assistance and Utility Credits

If Spokane utility bills vary considerably between summer and winter, or if paying the monthly bill has become difficult, the City provides several programs worth checking.

Budget Billing

Eligible residential customers can request Budget Billing to make monthly payments more predictable.

  • The account must be paid to a zero balance before enrollment.
  • The owner or renter must have occupied the property for at least 12 months.
  • The City averages the previous 12 months of utility bills.
  • The calculated amount stays in effect for 12 months before being recalculated.
  • Additional refuse charges are billed separately.

To apply, call 509-755-2489 or dial 311 and ask about Budget Billing.

U-Help Emergency Utility Assistance

Spokane’s U-Help program provides one-time emergency financial assistance to eligible low-income customers. It can help with City charges for water, wastewater, stormwater and garbage service.

For assistance eligibility and application information, contact Spokane Neighborhood Action Partners (SNAP):

509-456-7627

Official Spokane U-Help Program ↗

Interest-Free Payment Plans

The City also offers interest-free payment arrangements for eligible customers who need time to catch up on utility charges. Contact Utility Billing before disconnection to discuss available terms.

Senior and Disabled Utility Credits

The City’s 2026 rate information describes credits of up to $20 per month combined for qualifying low-income seniors and disabled residents who have an active Spokane County property-tax exemption.

Call 311 to discuss eligibility and enrollment.

Wastewater Conservation Credit

Single-family residential customers in the lowest 20% of indoor water use may qualify for a $10 monthly wastewater credit, totaling $120 annually.

The City evaluates indoor water usage from November through March to determine eligibility. The property must not be vacant and must record at least one water unit during the qualifying period.

Review the official rates and credit information.

Starting, Stopping or Changing Spokane Water Service

The City’s Utility Billing office handles new account questions, account closures and water turn-on or shut-off requests.

Starting Service at a New Property

  1. Confirm that the City of Spokane supplies water to the property.
  2. Contact My Spokane by calling 311 or 509-755-2489.
  3. Provide the exact service address and requested start date.
  4. Ask which account or ownership information is required.
  5. Confirm the applicable turn-on arrangements and any charges.
  6. Request confirmation that the account and service date are correctly recorded.

Stopping Service When Moving

  1. Contact Utility Billing before the move-out date.
  2. Provide the service address and utility account number.
  3. Request the required water shut-off or final billing arrangement.
  4. Confirm the final service date.
  5. Review any remaining balance with the billing office.
Important for renters: Spokane states that property owners or property management companies are ultimately responsible for City utility bills. Tenants may request duplicate statements and can make payments, but that does not automatically transfer the property’s billing responsibility.

This is particularly important when moving into a rental property. Ask the landlord whether water, sewer and garbage charges are included in the rent or billed separately.

Why Is My Spokane Water Bill Suddenly High?

A large bill increase may result from higher water consumption, a plumbing leak, a corrected meter reading or a seasonal change in outdoor water use.

Check These Items First

  • Estimated meter readings: If several readings were estimated, a later actual reading may correct previously understated consumption.
  • Running toilets: Toilets and leaking taps can waste water without producing obvious puddles.
  • Summer irrigation: Dry, hot weather may increase outdoor water consumption.
  • Household occupancy: More people using water can increase the bill.
  • Other charges: Spokane bills include wastewater, stormwater, solid waste and capital charges.
  • Water unit conversion: Verify usage in 100-cubic-foot units rather than assuming the printed quantity means gallons.

Where Is the Water Meter?

The City says many residential meters are in basements, often along the front wall or near the floor. Other meters may be in laundry rooms, basement washrooms or underground meter boxes.

Meter safety: The City advises customers not to enter water meter boxes because of potential safety hazards. If you need help locating or inspecting the meter, call 509-625-7800.

Before Disputing a Water Bill

  1. Compare the current statement with previous months.
  2. Check usage units and the number of billing days.
  3. Inspect accessible plumbing and irrigation systems for leaks.
  4. Review any estimated versus actual meter readings.
  5. Contact Utility Billing and request an explanation of the charges.

  • Public-system leaks
  • Wastewater or sewer emergencies

Give the street address, nearest intersection, time the issue began and any visible safety hazards.

City of Spokane Water vs. Spokane County Sewer Billing

A Spokane mailing address does not necessarily mean the City of Spokane handles every utility charge. Spokane County operates a separate sewer billing program for customers in its service area.

UtilityBilling Contact and Portal

City eBill Login
Spokane County Sewer Billing 509-477-3604
County Sewer Payment Information

Spokane County uses InvoiceCloud for its sewer payments, including one-time payments, AutoPay, paperless statements and Pay by Text.

The County warns that third-party convenience fees may apply and online payments can take up to four business days to appear on sewer accounts.

2026 County payment change: Spokane County moved to InvoiceCloud in April 2026 and instructed customers using its previous recurring payment provider to establish new AutoPay arrangements. This change applies to County sewer accounts, not automatically to City of Spokane eBill customers.

Always match the utility provider printed on your statement before choosing a payment portal.
