How to Pay Your Virginia Beach Water Bill Online

Virginia Beach Public Utilities uses InvoiceCloud for secure online City Services Bill payments. Customers can make a one-time payment without registration or create an account for recurring payments and paperless billing.

One-Time Payment Without Registration

  1. Open the official payment page. Visit Virginia Beach InvoiceCloud Payment Portal.
  2. Select Access the InvoiceCloud Payment Portal. Follow the official city link to its payment vendor.
  3. Choose the guest or one-time payment option. Registration is not required for an individual payment.
  4. Enter your utility account number. Use the 16-digit number from your bill, including leading zeros and without dashes.
  5. Enter the service ZIP code. Use the ZIP code associated with the property receiving service.
  6. Choose how to pay. Select an accepted bank transfer or debit/credit card.
  7. Review fees and submit. Confirm the amount and account before authorizing the transaction.
  8. Save confirmation. Retain your payment receipt until the transaction appears on the account.
Account number example: If your statement shows 0001234530123456, enter all 16 digits exactly as printed. Removing leading zeros can prevent the payment portal from finding your account.

How to Pay Automatically

InvoiceCloud supports both scheduled one-time payments and recurring AutoPay. Registered users can also enroll in paperless billing, save payment information and use pay-by-text.

  1. Open the InvoiceCloud payment portal.
  2. Select Register Now if you have not created an InvoiceCloud profile.
  3. Verify your utility account and complete registration.
  4. Sign in and locate the AutoPay enrollment section.
  5. Choose an eligible bank or card payment method.
  6. Review the authorization and recurring payment date.
  7. Confirm enrollment and check the first scheduled payment.

InvoiceCloud allows recurring payments to be scheduled for the same day each month. Check that the selected payment date works with your bill’s due date.

Virginia Beach Water Bill Payment Fees in 2026

The city has different fees depending on the payment method and whether you receive paperless bills. You can avoid payment processing fees under certain ACH arrangements.

Payment MethodService FeeConditions
Online ACH bank transfer $0 Customer is enrolled in paperless billing.
ACH AutoPay withdrawal $0 Payment made through enrolled ACH AutoPay.
Online ACH without paperless enrollment $1.75 One-time online or pay-by-text bank transfer.
Additional ACH payment by AutoPay customer receiving paper bills $1.75 Payment is separate from the regular automatic withdrawal.
Debit or credit card $3.50 Applies regardless of paperless or AutoPay enrollment.
Best way to avoid the payment fee: Enroll in paperless billing and use an eligible ACH payment, or enroll in ACH AutoPay. Debit and credit card payments still carry the city’s published $3.50 vendor fee.

The above fees apply to the city’s InvoiceCloud Public Utilities payment system. Do not confuse them with City Treasurer payment fees for unrelated taxes, parking tickets or other city obligations.

Other Ways to Pay Virginia Beach Water Utilities

Besides online payments, the city provides telephone and in-person payment options. For delinquent accounts, your choice matters because some methods take longer to post.

Automated phone 757-699-8268 Debit/credit card or bank transfer.
City Treasurer’s Office City Treasurer payment locations Accepted methods include card, check, cash and money order.

For the current Treasurer locations and payment rules, visit Virginia Beach Treasurer — Ways to Pay.

Start, Stop or Transfer Virginia Beach Water Service

Moving into a home in Kempsville, Princess Anne, Great Neck or another Virginia Beach neighborhood? Public Utilities Online Services lets customers submit requests to start, stop or transfer water service without visiting the office.

  3. Register if you are a first-time user or sign in with existing credentials.
  4. Locate the option for starting or transferring service.

  6. Submit the request and monitor its status through your online account.
  7. Confirm the connection date and account setup fee.

The city’s published new account initiation fee is $20. New or transferred accounts receive the applicable setup charge on the first City Services Bill.

Stopping Service When Moving Out

Use the same online system, choose the stop-service request and provide the requested final service date. Confirm your forwarding contact information and final account balance.

For account changes by telephone, call 757-385-4631, Monday–Friday, 8 AM–5 PM.

Moving tip: A final city water bill does not necessarily close a separate HRSD wastewater-treatment billing account. Check both accounts when moving.

Water Disconnected for Nonpayment? Virginia Beach Reconnection Rules

If your water service was turned off for nonpayment, Virginia Beach has a specific restoration process. The amount due includes the full delinquent balance and applicable service fees.

How to Get Service Restored

  1. Check the amount owed. Look at the Water Service Discontinued door hanger or your PU Online Services account.
  2. Pay the full required amount. Include applicable fees and charges rather than only the oldest water usage amount.
  3. Use an immediate-posting payment method. Pay through InvoiceCloud, call 757-699-8268, or use an approved in-person payment location.
  4. Retain the payment confirmation. Once the full payment posts, field crews are automatically dispatched for qualifying normal reconnections.
  5. Check the restoration timing. Payments completed before the cutoff time may qualify for same-day restoration.
3 PM restoration rule: Virginia Beach states that full payment made before 3 PM results in same-day water restoration. Payments made after 3 PM, on weekends or holidays are scheduled for the next business day. This does not apply identically to accounts requiring a pulled meter to be reinstalled.

Unexpectedly High Virginia Beach Water Bill? Check Usage and Leaks

Virginia Beach generally reads water meters every 28–32 days. A bill can increase because of higher water consumption, a leak, an unusually long billing cycle or an unpaid previous balance.

The city has also introduced proactive outreach to customers whose water use appears unusually high.

What to Check First

  1. Open your account history. Sign in to PU Online Services.
  2. Compare usage. Check the current meter consumption against earlier months and the same time last year.
  3. Look for plumbing leaks. Check toilets, faucets, outdoor hose bibs and supply lines.
  4. Check seasonal activities. Pool filling, outdoor watering and additional household occupancy can increase consumption.
  5. Repair any leak. Keep photographs, receipts and the date of the repair.
  6. Request a billing review. Use PU Online Services or call Customer Service.

Can You Get a Water Bill Adjustment After Fixing a Leak?

Yes, Virginia Beach states that customers may qualify for a bill adjustment after repairing a plumbing leak.

  1. Repair the leak and document the work performed.
  2. Open PU Online Services.
  3. Sign in and locate the option to request an adjustment for a repaired leak.
  4. Provide the affected account, service address and requested repair information.
  5. Submit the request and track its status.

You can also request assistance by calling 757-385-4631 or toll-free 1-866-697-3481.

Local tip: If your Virginia Beach home has an outdoor irrigation system or swimming pool, compare usage before and after watering or pool refilling. This helps explain consumption changes to the billing department and may reveal a hidden leak.

Why Virginia Beach Residents May Receive a Separate HRSD Sewer Bill

A common billing question in Virginia Beach is why a household receives a City Services Bill and another bill from Hampton Roads Sanitation District (HRSD).

The city bills for water supply, sanitary sewer collection and other applicable municipal services. HRSD separately bills many customers for wastewater treatment.

BillWhat It CoversWho to Contact
Virginia Beach City Services Bill Water consumption, sanitary sewer collection, service availability, stormwater and other applicable city charges. 757-385-4631
HRSD Wastewater Bill Wastewater treatment services, generally based on water consumption. 757-460-2491

HRSD customer service: 757-460-2491 or toll-free 1-888-275-4782. The HRSD payment telephone system is listed at 1-888-430-4385.

Use the official HRSD customer page for wastewater bill payment options and account support.

Do not pay an HRSD balance through Virginia Beach InvoiceCloud. These are separate billing systems. Check which agency issued the statement before paying.

November 2026 change: HRSD has announced that its payment lobby at 1434 Air Rail Avenue will close to customer payments beginning November 1, 2026. If visiting after October 30, use another official payment location or method.

Virginia Beach Water Rates and What Appears on Your Bill

The City Services Bill is issued monthly, generally covering 28–32 days. Water consumption is measured by meter readings, while several additional municipal services use fixed daily charges.

Virginia Beach currently publishes a water usage rate of $6.54 per 1,000 gallons, plus applicable service availability charges and other fees.

For example, 4,000 gallons of billed water consumption at this usage rate would represent $26.16 in water usage charges alone. Your full bill may be higher because of meter-size service charges, sewer service, stormwater, refuse services and other items.

ChargeWhat It Means
Water consumption Metered household water usage.
Water service availability Fixed service charge depending on the applicable meter size.
Sanitary sewer City wastewater collection and transmission services.
Stormwater City drainage and stormwater-related services.
Trash collection Applicable municipal refuse services.
Previous balance Unpaid charges carried forward from a prior statement.

Check the official utility rate schedule for the correct meter size, service class and billing period.

For a breakdown of bill fields, see About Your City Services Bill.

  2. Call 757-385-4631.

Water main break or sanitary sewer stoppage 757-385-1400

Sewer Backup? Contact the City First

If sewage is backing up or you suspect a blockage involving the public sanitary sewer system, call Public Utilities Operations and Maintenance at 757-385-1400 before hiring a plumber for work on the public line.

The city states that if the blockage is in its infrastructure, it will clear the blockage without charging you for that work.

For additional instructions, see Report a Water or Sewer Emergency.

Coastal Virginia tip: Heavy rain or tidal flooding is not always a drinking-water or sanitary-sewer issue. Use the stormwater maintenance contact for flooded streets and the Public Utilities emergency number for water-main or sanitary-sewer problems.

Water Conservation and Drought Conditions

As of this guide’s review, Virginia Beach Public Utilities is urging residents to reduce non-essential water consumption because of ongoing regional drought conditions.

The city’s message is for voluntary conservation; do not confuse it with a permanent odd/even watering-day schedule.

  • Repair leaking outdoor faucets and toilet valves.
  • Reduce unnecessary lawn irrigation during dry periods.
  • Run dishwashers and washing machines with full loads.
  • Monitor water consumption history for sudden increases.
  • Follow any updated drought-related notices from Public Utilities.

Find current water conservation guidance on the official Public Utilities website.
