How to Pay Your Boulder Water Bill Online

Boulder’s official Customer Billing Portal supports one-time payments, guest payments, automatic payments and account management. You can use a bank account, accepted credit or debit card, or supported digital wallet options.

  1. Open the city billing portal. Visit water.bouldercolorado.gov.
  2. Choose your payment method. Select Quick Pay if you do not want to register, or log in to an existing Customer Billing Portal account.
  3. Identify your account. For Quick Pay, select Pay Now and enter your customer-account number combination and the name listed on the account.
  4. Find the bill. Select Search Bills. Review the bill details before choosing the invoice to pay.
  5. Select the amount. Check the box beside the bill, add it to the payment cart and proceed with the full balance or an available custom amount.
  6. Enter payment details. Choose an accepted bank-account, card or digital-wallet option. Review any fee shown before authorizing payment.
  7. Save your confirmation. Retain the transaction receipt until the payment appears in your utility account history.
No account registration required: Boulder offers Quick Pay for customers who only need to view or pay an invoice. Registration is useful when you also want to monitor consumption, manage AutoPay or change account preferences.

Water, wastewater and flood/stormwater charges are billed monthly. The city says payments are due within ten days after receiving the bill.

Payment due today? Check the due date and portal confirmation carefully. Do not assume a bank bill-pay transaction or mailed check will reach the city immediately. If your account is already overdue, call 303-441-3260 to confirm the necessary payment arrangements.

Boulder Water Utility Login and Registration

The current City of Boulder Customer Billing Portal is at water.bouldercolorado.gov.

The city introduced an upgraded billing platform in November 2024. Customers who registered only with the older system must create a login for the newer portal.

Log In to Your Account

  1. Open the official Boulder utility portal.
  2. Select the login option.
  3. Enter your registered email address and password.
  4. After signing in, select View/Pay Bill to review account information.
  5. Use the available options for bills, water usage, AutoPay and alerts.

Register for the First Time

Have a recent utility bill available. Boulder requires information from your existing customer account.

  1. Open the Customer Billing Portal.
  2. Select Register Now or Create an Account.
  3. Enter the service address’s five-digit ZIP code.
  4. Enter the first full customer name exactly as shown on the bill.
  5. Enter your complete customer-account number combination.
  6. Provide your email address, create a password and complete the required security information.
  7. Submit the registration and follow the confirmation instructions.

How to Enter Your Customer and Account Numbers

Boulder requires the customer number and account number together, separated by one hyphen, without spaces.

Example format: 0001234-0012345678

Include every leading zero. Both numbers appear near the upper-left corner of the utility bill.

If two customer names appear on the bill, enter only the first name listed during registration. Use the five-digit service ZIP code, not the extended ZIP+4 code.

Registration problem? If the portal says your email is already in use, make sure you are on the current website at water.bouldercolorado.gov. Clearing the browser cache can also help when an old payment portal is being loaded.

Forgot Your Password or Account Locked?

Use the password recovery option on the current portal. Boulder states that accounts temporarily blocked after too many unsuccessful login attempts generally require a three-minute wait before trying again.

If you have not registered with the new portal, resetting an old portal password will not establish your account. Register first.

For help, email customerportal@bouldercolorado.gov or call 303-441-3260.

2026 Boulder Water Utility Rates and Monthly Charges

The City of Boulder approved utility rate increases effective January 2026. The city reported an approximately 8% increase in average residential water charges for the year.

Unlike a simple flat gallon rate, Boulder uses individual water budgets. Your monthly allowance affects which consumption rate blocks apply to your water use.

Published Water Consumption Rates

Usage Relative to Your Water BudgetRate per 1,000 Gallons
Block 1: First 60%$5.65
Block 2: 61%–100%$7.53
Block 3: 101%–150%$15.06
Block 4: 151%–200%$22.58
Block 5: Above 200%$37.64

These rates are applied progressively according to how much of the month’s water budget you use. A household exceeding its budget can pay substantially more per additional 1,000 gallons.

Monthly Water Meter Service Charges

Meter SizeInside BoulderOutside City
3/4-inch$21.51$32.27
1-inch$36.23$54.33
1.5-inch$77.99$116.96
2-inch$136.59$204.89

Example: A customer inside Boulder with a 3/4-inch meter has a published $21.51 monthly water service charge before water consumption, wastewater, stormwater and other applicable charges.

The water budget and total consumption determine the remainder of the water charge.

Other Published Utility Charges

ServicePublished Amount
Residential wastewater usage, inside city$8.86 per 1,000 gallons
Residential wastewater usage, outside city$13.28 per 1,000 gallons
Wastewater service, 3/4-inch meter inside city$17.20 monthly
Stormwater, single-family parcel up to 15,000 sq. ft.$29.88 monthly
Special/final meter reading$55 listed on water charge schedule

The city’s public charge schedule also lists reconnection and other service fees. Verify transaction-specific charges with the utility office because fees can change separately from regular usage rates.

Official source: City of Boulder Monthly Water User Charges.

Important: Boulder is reviewing its water-budget and utility-rate structure. Do not assume your property’s water budget or charges will remain unchanged after a future rate review. Use the current published rate schedule and your actual account information when estimating a bill.

Why Your Boulder Water Bill Can Be Higher Than Expected

Boulder’s water-budget billing system is one of the most important things to understand before investigating a high bill.

Each account has a monthly water budget determined by factors such as customer type, property characteristics and historical consumption. Outdoor watering allowances can also vary by season.

As usage moves above your allocated water budget, progressively higher water rates apply.

How to Check Your Water Budget and Usage

  1. Sign in to the Boulder Customer Billing Portal.
  2. Open your water usage dashboard.
  3. Review the graph comparing actual consumption with your monthly water budget.
  4. Compare current consumption with previous months and the same season in earlier years.
  5. Check whether your use exceeded 100%, 150% or 200% of the allocated budget.
  6. Investigate irrigation, leaking toilets, outdoor faucets or other unusual water use.

The portal includes interactive consumption graphs and historical information that may help identify changing water-use patterns.

Can You Request a Larger Water Budget?

Yes, under qualifying circumstances. Boulder accepts water-budget adjustment applications for eligible properties.

  1. Visit City of Boulder Water Budgets.
  2. Read the water-budget adjustment rules.
  3. Open the Water Budget Adjustment Application.
  4. Provide the property and supporting information requested.
  5. Submit the application for city review.
Boulder-specific conservation tip: Check your allocated budget before increasing a lawn sprinkler schedule. Seasonal irrigation can move your account into higher-priced blocks even if there is no plumbing leak.

How to Request a Water Leak Adjustment

If a hidden or unexpected plumbing leak caused unusually high water consumption, Boulder allows customers to request a utility bill adjustment under qualifying conditions.

Important deadline: The city must receive the request and proof of repair within 90 days of the due date on the bill covering the leak.

  1. Find the affected bill. Note the billing period, due date and abnormal water consumption.
  2. Identify and repair the leak. Keep a plumber’s invoice, repair receipt or other acceptable documentation.
  3. Open the official form. Visit Water Leak Adjustment Request.
  4. Complete the required information. Include the account, service address, leak details and repair information.
  5. Upload supporting evidence. Provide invoices, receipts or documentation showing that the problem was investigated and corrected.
  6. Submit within the deadline. Keep a copy of the application and follow up if additional information is requested.

Boulder limits adjustments to two consecutive months and a maximum of three adjustments per property under the same account holder.

Seasonal watering, pool filling, vehicle washing, theft, vandalism or negligence generally do not qualify under the city’s published criteria.

Do not wait: A leak-adjustment application does not guarantee approval. Repair the leak promptly, keep proof and submit before the 90-day deadline.

Start, Stop or Transfer Boulder Water Service

If you are moving into a property served by City of Boulder Utilities, use the customer portal to request a new service account. Existing customers can also submit stop or transfer requests.

Start Water Service

  1. Open the official Customer Billing Portal.
  2. Find the Start Service tile on the portal homepage.
  3. Select the new-service option rather than the registration form for existing accounts.
  4. Enter the property address and requested service information.
  5. Provide the required applicant and contact details.
  6. Submit the request and follow any additional instructions from Boulder Utilities.

Important: The existing-account registration form is not the same as the form for starting service at a new address.

Stop Service When Moving Out

  1. Log in to the customer billing portal.
  2. Select the stop-service request option.
  3. Provide the account and requested termination details.
  4. Submit the request and retain the confirmation.
  5. Review the final meter reading and final bill when issued.

Boulder charges for final meter readings. If a property is being sold, the title company generally handles the final-read request using the city’s Property Transfer Form.

Find official service instructions on Boulder Water Utilities.

Local moving tip: If you live in an apartment or rental property, ask the property manager whether the City of Boulder bills the tenant directly or whether utility costs are managed through the landlord. Tenants who receive bills can register using the customer-account information on the statement.

Report a Water Main Break, Sewer Problem or Service Interruption

For urgent water and sewer problems, Boulder directs customers to its Utilities Maintenance contact number.

Water and sewer emergencies: 303-441-3200.

The number is available for urgent reports and routes after-hours calls to the appropriate staff.

What to Do if Water Suddenly Stops

  1. Check whether the problem affects one fixture or the entire building.
  2. If safe, check your property’s accessible plumbing shutoff valve.
  3. Ask nearby neighbors whether their water service is also affected.
  4. Look for visible street flooding or evidence of a water main break.
  5. Call 303-441-3200 and provide the nearest address or intersection.
  6. Describe when the problem began and whether surrounding properties are affected.

Boulder says water meters are commonly located in pits between the sidewalk and street, or near the sidewalk in the public right-of-way. Do not tamper with utility-owned meter equipment.

For urgent leaks: Do not use the city’s general Inquire Boulder reporting platform. The city specifically directs customers to call 303-441-3200 because the online inquiry system is not monitored around the clock for emergencies.

Boulder Water Quality and Local Utility Information

Boulder receives drinking water from several mountain and watershed sources, including the headwaters of Boulder Creek and sources associated with the upper Colorado River system.

The Utilities Department operates drinking water treatment and distribution, wastewater services, stormwater management and flood infrastructure.

Where to Check Drinking Water Quality

For concerns involving drinking water color, taste, odor or quality, contact:

Water quality phone: 303-413-7350
Email: drinkingwater@bouldercolorado.gov

Review official information through the Boulder Utilities Department.

Not Every Boulder Address Uses City Water

Some properties outside city service boundaries receive water from independent districts, private providers or wells. If you have a Boulder mailing address but no City of Boulder water bill, confirm your actual provider before using the city payment portal.

Private well customers may receive a city wastewater bill without receiving city drinking water service.

Property-specific tip: If your residence is outside Boulder city limits but connected to the city’s water system, fixed service charges may be higher than for an otherwise comparable inside-city property. Check the service classification on your account.
