Franklin Township Water Rates and Consumption Charges

Franklin Township changed its water billing to a tiered consumption system under Ordinance 4469-25. The township published the updated rates in August 2025 for billing beginning in October 2025.

Unlike a progressive structure where each block has its own rate, the township’s notice states that the same per-gallon rate is applied to all gallons in the customer’s overall quarterly consumption range.

Quarterly Consumption Published Rate per Gallon Equivalent per 1,000 Gallons
0–10,000 gallons $0.008203 $8.203
10,001–25,000 gallons $0.008359 $8.359
25,001–50,000 gallons $0.008749 $8.749
50,001–100,000 gallons $0.009179 $9.179
Above 100,000 gallons $0.009960 $9.960

Example: At 8,000 gallons in a quarter, the published consumption rate produces an estimated usage charge of $65.62 before applicable meter, minimum or other charges.

At 12,000 gallons, the listed rate of $0.008359 applies to the full 12,000 gallons, giving a consumption charge of approximately $100.31 before additional charges.

Do not use this as your exact bill total. Meter-related minimum charges, special account rules and other bill components may apply. Apartment complexes have separate provisions. Confirm the current schedule and your meter classification before estimating a payment.

Read the official tiered water-rate announcement.

How to Request a Final Water Meter Reading

Selling a home, closing on a property or changing tenants? Franklin Township provides a Final Water Read Form so the account can be reviewed for the change in occupancy or ownership.

  1. Open the Water Utility Forms page.
  2. Choose Final Water Read Form.
  3. Prepare the property address and water account number.
  4. Enter the planned closing, move-out or tenant-change information required by the form.
  5. Complete the contact and appointment details requested.
  6. Submit the request using the instructions on the form.
  7. Contact Tax and Water Collection at 732-873-7284 to confirm final billing arrangements.
Closing-day tip: Request the final reading before the property closing, not after settlement. Ask your title company or attorney whether a final water balance or municipal certification is required.

Moving Into a Property or Requesting Water Connection

The Water Utility also provides forms for water service availability, meter applications, new connections and shut-off or turn-on requests.

Visit the official forms directory and choose the form that matches your situation. Call Water Utility Operations at 732-249-7800 if you are unsure whether a meter installation or new connection application is required.

Water Meter Problems, Leaks and After-Hours Emergencies

The Water Utility Department is responsible for operating the municipal water distribution system. Its office is at 40 Churchill Avenue in Somerset.

Operations phone: 732-249-7800
Regular office hours: Monday–Friday, approximately 7 AM–3 PM
After-hours emergency: 732-873-5533

For an emergency outside regular Water Utility office hours, the township instructs residents to contact Franklin Township Police at 732-873-5533. The department can route the problem to an on-call water crew.

When to Call the Water Utility

  • A suspected water-main break in the street.
  • Damaged or missing curb box cover.
  • Water meter access or replacement appointments.
  • Unexplained service interruption.
  • Questions about drinking-water service or quality.
  • Water service shut-off or turn-on requests.

What Is a Curb Stop?

A curb stop is an underground valve that helps control water service between the distribution main and the water meter. The utility accesses it through a curb box, often located near the sidewalk, curb or front lawn.

If the round metal curb box cap is missing or damaged, contact the Water Utility before debris enters the box or the equipment deteriorates.

Do not operate the curb stop yourself. Let authorized utility staff handle service valves and meter equipment. If flooding creates electrical or immediate safety dangers, call 911.

Water Meter Replacement and Employee Verification

Franklin Township periodically replaces aging water meters. The township explains that meters may need replacement approximately every 10–15 years because accuracy can change as equipment ages.

If you receive a water meter replacement notice or door tag:

  1. Read the notice and identify the requested action.
  2. Call 732-249-7800 to arrange or verify the appointment.
  3. Confirm that an authorized township employee or contractor will attend.
  4. Make the meter accessible at the scheduled time.
  5. Ask whether any plumbing issue needs to be corrected before replacement.

The township states that Water Utility employees wear Franklin Township logo uniforms and carry employee photo identification.

Security tip: If someone unexpectedly requests access to your meter or home, you can verify the appointment directly with the Water Utility before allowing entry. Do not rely solely on a uniform or badge.

Need Help Paying an Overdue Water Bill?

Franklin Township participates in the NJ SHARES Municipal Customer Assistance Program (MCAP), designed to help income-qualified households facing temporary financial difficulty.

Eligible township residents may receive up to $200 in water bill assistance per calendar year. Funding is paid toward qualifying consumption charges, not deposits, plumbing repairs or reconnection fees.

Basic Eligibility

  • You live at the service address.
  • Your utility bill is overdue.
  • You are experiencing temporary financial hardship.
  • You satisfy the program’s income and documentation requirements.
