Bill Pay and Login: New Portal Steps
The city moved to a new Municipal Online Payments utility portal. If you used the old portal or AutoPay before May 31, 2025, do not assume your old setup still works.
Open the official portal
Use municipalonlinepayments.com/melbournefl or go through the City Utility Billing page.
Create a new online account
Use a valid email and secure password. The portal sends an email confirmation to complete registration.
Add the utility account
Use your existing account number, customer number and last bill number from the printed statement. Multiple utility accounts can be added to one registered user.
Use the dashboard
After the account is accepted, the portal provides payment options, billing statements, water usage reports and online payment history.
Re-enroll AutoPay if needed
Old AutoPay setup did not transfer. Call 321-608-7100 or email customerservice@mlbfl.org for updated ACH setup if you were previously enrolled.
How to find account info: the account number is the first set of digits in the “Account Number-Customer Number” box; the customer number is the last six digits in that same box.
| Portal feature | What it helps with | What to know |
|---|---|---|
| Online payment | Pay water/sewer/stormwater utility bill online. | Payment processor convenience fee applies. |
| AutoPay | Register for automatic payments using e-check or credit card. | Convenience fee applies; old AutoPay users must re-enroll. |
| E-billing | Enroll in paperless billing. | Keep email current and check spam folders. |
| Balance/history | View current account balance and billing history. | Helpful before calling about a rate increase or high bill. |
| Print bills | Print recent bills for records or assistance agencies. | Some assistance agencies require a paper bill, not electronic only. |
Current Residential Rate Table: Water, Sewer, Deposits and Connect Fees
| Residential service area | Monthly base rate | Consumption rate per 1,000 gallons | Deposit | Impact fee | Connect fee |
|---|---|---|---|---|---|
| Water in Melbourne | $10.88 | $6.22 | $60 | $2,755 | $250 |
| Water outside Melbourne | $11.97 | $6.84 | $60 | $2,755 | $250 |
| Sewer in Melbourne | $15.59 | $9.02 | $90 | $4,165 | $100 |
| Sewer outside Melbourne | $19.49 | $11.28 | $90 | $4,165 | $100 |
| Sewer Brevard County | $32.79 | $6.93 | $90 | – | – |

Bill math tip: water and sewer can both have a base rate plus usage rate. If your bill increased, compare base charges, gallons used, sewer service area, deposits, connection/initiation fees and late/disconnect charges separately.

Sewer Credit for Pool Fill or Qualifying Leak
This is one of the most useful official details for a high bill. Not every leak qualifies.
May qualify
- Excessive water consumption that did not enter the sewer system.
- Usage exceeds the previous six-month average by 100% of the previous average.
- Written request submitted within 60 days of the bill date.
- Repair bill, pool contract or repair statement included.
- Limited to once in a 12-month period.
Does not qualify
- Leaky toilets or inside faucets where water entered the sewer.
- Water used for irrigation.
- Negligent water use.
- Undetermined water use.
- Waiting too long after the bill date.
If water use crosses two billing cycles: the City says adjustment may be authorized when corrective action is taken within 10 days of the bill date when the excessive consumption was initially billed.
