St. Cloud Water Utilities 2026: Bill Pay, Login & Phone

St. Cloud FL Water Bill Payment, Customer Login and Utility Service Help

If you receive a water, sewer or reclaimed-water bill for a property in St. Cloud, Florida, your service is generally managed through Toho Water Authority. You can pay online, manage your account, arrange new service or report water and sewer problems through Toho’s official customer service channels.

Important: St. Cloud customers may have an 8-digit, 9-digit or 18-digit utility account number. Your account-number length determines which payment portal and customer service number to use.

This article covers St. Cloud, Florida, in Osceola County—not St. Cloud, Minnesota. WaterUtilities.org is independent and does not process utility payments.

Choose the Correct St. Cloud Water Payment Portal

Before paying, check the account number printed in the upper-right corner of your water bill. Toho uses two different billing systems for its customers, and the payment portals are not interchangeable.

Account Number Online Payment System Phone Number
8 or 9 digits InvoiceCloud 407-957-7344
18 digits Level One 407-944-5000
Unsure of account format Toho account contact and address lookup Use the contact page to identify your service area.

Toho’s official Ways to Pay page provides both payment portals. Open that page and expand the section matching your account number.

Do not use the wrong payment system. If your account has eight or nine digits, follow the InvoiceCloud route. If it has 18 digits, use Level One. A payment made using another provider’s account system will not automatically settle your St. Cloud water bill.

How to Pay Your St. Cloud Water Bill Online

Both online systems accept electronic-check payments and major credit or debit cards. However, registration options and card processing fees differ.

For 8-Digit or 9-Digit Accounts: InvoiceCloud

  1. Open Toho’s payment instructions. Visit Ways to Pay.
  2. Find the 8-digit account section. Expand the payment options for 8-digit accounts. Toho’s customer service guidance also identifies this route for 9-digit accounts.
  3. Select InvoiceCloud. Follow the official InvoiceCloud link provided by Toho.
  4. Choose Pay Now or Register. Use the one-time payment option if you do not want to create a registered account.
  5. Enter your account details. Use the utility account number and identifying information requested by InvoiceCloud.
  6. Review the balance. Confirm that the account and amount correspond to your St. Cloud service address.
  7. Select eCheck or card. Online eCheck is free. Card payments carry the published convenience fee.
  8. Submit and save confirmation. Keep your payment receipt until the transaction appears in your utility account.

For 18-Digit Accounts: Level One

  1. Open Toho’s official Ways to Pay page.
  2. Expand 18-digit account numbers.
  3. Select the Level One payment portal.
  4. Choose a one-time payment or register for an online payment account.
  5. Enter the required 18-digit account details.
  6. Choose an electronic check or accepted card.
  7. Review the payment amount and any applicable fee.
  8. Confirm the payment and save the transaction receipt.
Lower-fee option: Toho lists eCheck as free for both account types. For 18-digit accounts, credit and debit card payments made through a registered online account are also listed as free, while one-time card payments have a separate fee.

Toho has also posted a notice about possible phone and online payment issues affecting some 18-digit accounts. If the Level One system does not complete a transaction, do not repeatedly submit the same payment without checking whether it was processed. Contact 407-944-5000 for help.

For pay-by-text, customers using Level One can select the option under Profile Settings. InvoiceCloud also offers pay-by-text enrollment through its registered account features.

Remember: Registration for a payment account is separate from applying to start physical water service at a new address.

St. Cloud Water Bill Payment Fees in 2026

Toho publishes different processing fees based on account number, payment method and whether you use a registered account.

Payment Type 18-Digit Account 8/9-Digit Account
Online eCheck Free Free
Card using registered online account Free InvoiceCloud convenience fee applies
One-time online card payment $1.25 per $100 $3.25 per $1,000 transaction

Phone credit/debit card $1.25 per $100 $3.25 convenience fee
Card transaction limit $1,000 $1,000

Example: A $200 one-time credit card payment on an 18-digit account has a published card-processing charge of $2.50. For an 8-digit account, InvoiceCloud lists a $3.25 fee for a card transaction up to $1,000.

Review the actual payment screen for the final total. For customers paying regularly, a free eCheck or eligible registered-account payment method may avoid unnecessary fees.

Toho’s automated payment system is available 24 hours a day. Follow the payment menu and select the appropriate eCheck or card option.

For account questions requiring a customer service representative, Toho’s regular call center hours are Monday–Friday, 8 AM–5 PM.

Payment made after a shutoff? Contact the number associated with your account after paying, especially if you used Amscot or another cash payment location. Verify the full balance and reconnection status instead of assuming that service will restart automatically.

Mailing Addresses for St. Cloud Water Payments

Toho uses different payment mailing addresses for its account systems. Sending a check to the incorrect address can delay processing.

Account TypePayment Mailing Address
8/9-digit account Toho Water Authority
PO Box 31304
Tampa, FL 33631-3304
18-digit account Toho Water Authority
PO Box 30527
Tampa, FL 33630-3527

Send a check or money order with the remittance portion of your statement. Write the account number on the payment, and for the 8/9-digit route include the customer number where instructed.

Do not mail cash. When the bill is overdue, use an accepted payment method with faster processing instead of relying on postal delivery.

Pay Cash at Amscot or MoneyGram

Toho lists participating Amscot and MoneyGram locations for utility bill payments. These can be useful when you do not have a bank account or prefer paying cash.

Start, Stop or Move Water Service in St. Cloud

If you are moving into a home served by Toho Water Authority, you can apply for service through the official Start, Stop or Move process.

Start New Water Service

  1. Open Toho Start, Stop or Move Service.
  2. Choose Start Service.
  3. Enter the property address and requested activation date.
  4. Provide your name, contact details and the identification requested for the account review.
  5. If you are renting, prepare a copy of your signed lease.
  6. Complete and submit the online application.
  7. Review the initiation fee and any deposit requirements.
  8. Check your email for account confirmation and service instructions.

New Account Charges

ChargePublished Amount
Account initiation fee$30
Residential deposit$0–$200 depending on account assessment
Move-service initiation fee$30

Toho may waive the residential deposit following a satisfactory soft credit check. Customers who cannot provide the identification required for that check may be assessed a $200 deposit.

For 18-digit accounts, Toho advises allowing up to seven business days after receiving account details before making an online payment or linking a bank account. For 8-digit accounts, customers may need to receive the first bill before completing online account setup.

Moving Within the Toho Service Area

Choose Move Service on the official service page. Provide the old and new addresses and a signed lease if applicable.

Toho states that deposits on the existing account transfer to the new account. The $30 initiation fee is normally included on the next water bill.

Stopping Service

Use the Stop Service option, provide the final service date and supply forwarding information as requested.

Deposits are applied toward the final account balance. If the deposit credit exceeds the final bill, Toho issues a refund check to the account holder.

Vacation Status for Seasonal Residents

Customers who will be away for more than 30 days may qualify for vacation status. Toho currently lists this option for 18-digit accounts only.

Check the current rules before applying. An initiation fee may apply when service resumes.

St. Cloud moving tip: If you are relocating to a new subdivision, verify whether the property has separate potable water, wastewater and reclaimed irrigation connections. Ask Toho which accounts or meters will be billed to you before closing.

2026 St. Cloud Water Rates and Why Bills Are Increasing

Toho Water Authority has approved scheduled increases for water, wastewater and irrigation services.

According to its published rate plan, rates increased by 7.5% on October 1, 2025 and are scheduled to increase by another 7.5% each October 1 through fiscal year 2028.

The new fiscal-year adjustment therefore applies from October 1, 2026.

Toho also plans annual 4% adjustments for fiscal years 2029 and 2030.

Why Your Total Bill May Be Higher

  • Rate adjustment: The scheduled annual Toho utility rate increase.
  • More gallons consumed: Irrigation, household activity or plumbing leaks.
  • Longer billing cycle: Toho says billing periods commonly range from 27 to 33 days.
  • Reclaimed water charges: Separate irrigation-service usage where applicable.
  • St. Cloud municipal charges: Some 8-digit accounts include city stormwater and garbage charges.
  • Prior balance: Unpaid charges and applicable late fees.

For exact 2026 water and wastewater unit rates, use Toho’s Rates and Fees information. The correct amount depends on your customer classification, meter size, consumption and service area.

Important for St. Cloud residents: Some city stormwater and garbage charges may appear on your Toho statement, especially for 8-digit accounts. Those charges are administered by the City of St. Cloud and are not the same as Toho’s drinking-water consumption rate.

St. Cloud Watering Days and Irrigation Restrictions

Toho publishes separate irrigation schedules for 18-digit and 8-digit accounts. This is particularly important for St. Cloud customers using reclaimed water or automatic irrigation controllers.

18-Digit Accounts: General Residential Schedule

PropertyWatering Days
Odd-numbered house addresses Wednesday and Saturday
Even-numbered house addresses Thursday and Sunday
Non-residential customers Monday and Friday

For this general schedule, Toho states that irrigation should not occur between 10 AM and 4 PM. Certain neighborhoods have special schedules.

8-Digit St. Cloud Accounts: Address-Specific Schedule

For many 8-digit accounts, the watering time depends on the final digit of the property address.

Last Digit of AddressWatering DaysHours
0Tuesday & Friday12 AM–2:30 AM
1Tuesday & Friday2:30 AM–5 AM
2Tuesday & Friday5 AM–7:30 AM
3Wednesday & Saturday12 AM–2:30 AM
4Wednesday & Saturday2:30 AM–5 AM
5Wednesday & Saturday5 AM–7:30 AM
6Thursday & Sunday12 AM–2:30 AM
7Thursday & Sunday2:30 AM–5 AM
8Thursday & Sunday5 AM–7:30 AM
9Wednesday & Saturday9 PM–11:30 PM

Toho notes that some schedules can be reassigned by the City of St. Cloud. Common areas and commercial properties have separate watering periods.

Official schedules: Toho Watering Days and Times.

Local irrigation tip: In neighborhoods such as Harmony, Lake Ajay Village and communities along Boggy Creek Road, do not assume the ordinary citywide schedule applies. Toho publishes neighborhood-specific irrigation rules. Check the actual property address before programming your controller.

Free Irrigation Evaluation

Toho offers a free irrigation evaluation. Specialists can check the system, identify possible problems and help set the irrigation timer correctly.

Visit Toho Irrigation Help or call 407-944-5124 for conservation assistance.

High St. Cloud Water Bill? Check for Leaks and Request a Credit

Toho measures household water use in gallons and bills consumption in units of 1,000 gallons. A leak, increased lawn watering or pool filling can significantly increase your bill.

What to Check First

  1. Review your bill’s monthly usage chart.
  2. Compare consumption with the same season last year.
  3. Check the number of days in the billing period.
  4. Inspect toilets, sinks, showers and outdoor faucets.
  5. Check sprinkler heads, irrigation valves and underground piping.
  6. Look for damp or soft areas in the lawn.
  7. Confirm that irrigation is running only during permitted times.
  8. Document any repairs and monitor consumption afterward.

When Does Toho Offer a High-Usage Credit?

Toho allows qualifying customers to request a credit adjustment for unusually high water usage caused by certain leaks, pool fills or unexplained consumption.

Published eligibility includes:

  • One adjustment request during a rolling 12-month period.
  • Increased usage of at least 10,000 gallons above the highest monthly usage from the previous year, or twice the previous year’s average usage.
  • Consumption must return to normal before applying.
  • Only the highest bill during the high-consumption period is eligible for the adjustment.

Toho excludes certain issues, including irrigation timer problems, water softener failures and forgetting to turn off a hose.

How to Request a Usage Credit

  1. Identify and fix the cause of excessive consumption if possible.
  2. Wait until your water usage returns to normal.
  3. Review the current and previous billing history.
  4. Open Toho Usage Credit Request.
  5. Read the eligibility conditions.
  6. Provide the required account details and explanation.
  7. Submit the request through Toho’s official form.
  8. Follow any instructions requesting additional information.
Do not apply before usage returns to normal. Toho specifically asks customers to wait until the excessive usage has ended. Submitting too early may make the request harder to evaluate.

Late Water Bills, Disconnection and Reconnection in St. Cloud

Toho encourages customers to request assistance before their bill becomes seriously overdue. The utility has published late fees and disconnection procedures for both account systems.

Charge or SituationPublished Rule
Late payment fee $5 or 5% of past-due balance, whichever is greater
Delinquent account fee $50
Premium same-day reconnection Additional $25 when applicable
Returned payment $25
First meter-tampering offense $300
Additional meter-tampering offense $500

If You Received a Disconnection Notice

  1. Check the final payment deadline on the notice.
  2. Confirm the full amount due, including delinquent charges.
  3. Open the correct Toho payment portal.
  4. Use an immediate payment method instead of mailing a check.
  5. Save the payment confirmation.
  6. Call 407-957-7344 for an 8/9-digit account or 407-944-5000 for an 18-digit account.
  7. Ask whether additional reconnection instructions or charges apply.

When Will Water Be Reconnected?

Toho’s published weekday reconnection rules are:

  • Before 2 PM: Eligible paid accounts can be restored the same day without the premium reconnection fee.
  • After 2 PM and before 7 PM: Premium same-day reconnection may be available for an additional $25.
  • Without premium same-day reconnection: Restoration generally follows the next business day.
  • Weekends and holidays: A $25 premium reconnection fee applies where service is restored during these periods.

These are published service rules, not a guaranteed technician arrival time. Customers must satisfy applicable payment and account requirements.

Before reconnection, turn off faucets and other plumbing fixtures. Toho may decline reconnection if running water is detected when the meter is opened.

Official details: Toho Delinquent Accounts.

Need More Time to Pay? St. Cloud Water Bill Assistance

Request a Payment Extension

  1. Open Toho Payment Assistance.
  2. Choose the payment extension request option.
  3. Enter the required utility account details.
  4. Provide the requested payment information and proposed arrangement.

  6. Wait for email confirmation from Toho.
  7. Follow the approved payment deadline.

St. Cloud Cares and Toho Assistance Program

Toho partners with the Osceola Council on Aging to help eligible customers experiencing financial hardship.

The Toho Assistance Program prioritizes qualifying households facing disconnection or already disconnected, including certain households with elderly or disabled residents or children under 18.

Osceola Council on Aging: 407-846-8532

How to Apply

  1. Open Toho Payment Assistance.
  2. Select the Toho Assistance Program application route.
  3. Review the eligibility requirements.
  4. Prepare your utility bill, household information and any requested hardship documents.
  5. Submit the application online or contact the Osceola Council on Aging.
  6. Continue communicating with Toho about any pending disconnection deadline.

St. Cloud customers can also review the city’s St. Cloud Cares utility assistance information.

Important: Financial assistance is subject to eligibility and available funding. Applying for help does not automatically stop a disconnection unless Toho confirms an arrangement.

No Water, Low Pressure or a Sewer Backup in St. Cloud

For waterline breaks, sewer problems and other utility infrastructure emergencies, Toho Water Authority provides 24-hour emergency contact service.

St. Cloud 8/9-digit accounts: 407-957-7344
Toho 18-digit accounts: 407-944-5000

What to Do Before Reporting a Water Problem

  1. Check whether the problem affects one fixture or the whole property.
  2. Ask nearby neighbors whether their water is affected.
  3. Look for visible water escaping near the street or public utility infrastructure.
  4. Call the appropriate Toho customer service number.
  5. For 18-digit accounts, use the water/sewer emergency option in the telephone menu.
  6. Provide the complete service address and describe when the issue started.
  7. Follow any instructions about water shutoff, repairs or advisories.

Toho specifically recommends calling its customer service team before hiring a plumber for water, backflow or sewer concerns that may involve utility-owned infrastructure. The utility can help determine whether a private plumber is necessary.

Sewer backup: Avoid contact with wastewater and do not use affected plumbing until the problem is assessed. If the issue threatens electrical equipment or creates an immediate safety hazard, move away and contact the appropriate emergency service.

2026 St. Cloud Drinking Water Quality Reports

Toho Water Authority publishes annual Consumer Confidence Reports containing drinking-water test results and information about its water treatment systems.

The 2025 annual reporting collection includes a separate St. Cloud Water Quality Report, along with reports for Toho’s other service regions.

How to Find the Correct Water Quality Report

  1. Open Toho Water Quality Reports.
  2. Find the 2025 Annual Water Quality Reports section.
  3. Choose St. Cloud Report if your property is served by that system.
  4. If unsure, use the address-based Water Quality Map.
  5. Review the detected substances, applicable limits and testing explanations.
  6. For current water advisories, follow Toho’s latest notices rather than relying only on annual reports.

Toho provides the reports in English and Spanish.

Why this matters: Greater St. Cloud includes multiple utility service areas and water systems. Choosing the report for your actual address provides more useful information than relying on a general Central Florida water-quality summary.
