How to Pay Your Orlando Utilities Water Bill Online

OUC accepts online payments through its official customer system. You can pay using a bank account or an accepted credit or debit card. The eCheck option is free; card payments involve a processing fee.

  1. Open the official bill payment page. Go to OUC Pay My Bill. The page provides links for eCheck payments, credit cards and automatic payments.
  2. Access myOUC. Select the appropriate payment option and log in using your myOUC username and password. If you have never registered, create an account first.
  3. Review your account balance. From the account summary, check your total amount due, previous balance, payment deadline and service account.
  4. Choose how to pay. Select eCheck for a bank-account payment or the card payment option processed by OUC’s third-party provider, Bill2Pay.
  5. Confirm the details. Verify the payment amount, bank or card information and any processing fee displayed before submitting the transaction.
  6. Save the confirmation. Keep the transaction number or receipt. OUC states that online and phone payments are applied to customer accounts in real time.
Save the processing fee: OUC does not charge for online eCheck payments. For residential card payments, its published processing fee is $2.50 for a payment up to $1,000, with another $2.50 for each additional $1,000 increment. Check the final transaction screen before paying.

If you paid but still see an old balance, check your myOUC payment history before submitting another transaction. For questions about a posted payment, call 407-423-9018.

myOUC Login, Registration and Password Help

The myOUC online account is used for more than bill payment. Customers can retrieve current and previous bills, review daily water usage, update account information and submit start, stop or transfer service requests.

Sign In to an Existing Account

  1. Open the official myOUC portal.
  2. Enter your registered username and password.
  3. Sign in and open the account summary.
  4. Use the appropriate account option to view your bill, make a payment, access the usage dashboard or request service.

Register for myOUC for the First Time

Existing OUC customers generally need a valid email address, their OUC account number and the PIN printed on their bill.

  1. Visit myOUC and select Register.
  2. Enter the required email address and registration information.
  3. Link your existing utility account using your account number and PIN.
  4. Complete the email verification and account setup instructions.
  5. Log in to manage your utility services.

Where is the account number? OUC states that the 10-digit account number is printed in the upper-right area of the bill, with the PIN immediately below it. See the official bill explanation if you cannot locate them.

Forgot Your Username or Password?

Use the Forgot Username? or Forgot Password? options on the myOUC sign-in page. Follow the recovery instructions associated with your registered account.

If your account cannot be found during registration, verify the account number and PIN rather than repeatedly creating new profiles. OUC offers account-registration and login help through its customer service contact page.

Paper billing tip: Registering for myOUC automatically enrolls customers in paperless billing. To receive printed statements again, sign in, open My Info and change the preference under Paperless Status.

Pay in Person Around Orlando

OUC lists participating payment locations throughout Central Florida, including selected Publix, Walmart, CVS Pharmacy, Sedano’s Supermarket, Winn-Dixie and Advance America stores. Payments are processed through partners such as MoneyGram and Western Union.

Do not assume every store branch accepts OUC payments. Use the location finder on OUC’s official payment page to identify an authorized participating location and its accepted payment methods.

OUC Bill Payment Mailing Address

Orlando Utilities Commission
PO Box 31329
Tampa, FL 33631-3329

Include your payment stub and send a check or money order. Do not mail cash. This is the payment address, not the general customer correspondence address.

Payment due soon? Mailing a check or using a drop box may be unsuitable for an urgent overdue balance. OUC states that drop-box payments may take 3–5 business days to process, compared with real-time posting for online, phone and authorized retail payments.

2026 Orlando Water Rates and Billing Charges

OUC water rates effective October 1, 2026 include a fixed monthly charge based on meter size and tiered consumption charges. Residential potable water costs increase as usage enters higher monthly blocks.

Residential Water Consumption Rates

Monthly Water ConsumptionRate per 1,000 Gallons
First 3,000 gallons$0.90
Next 4,000 gallons$1.40
Next 12,000 gallons$2.50
Next 11,000 gallons$8.50
Above 30,000 gallons$16.25

For a common 5/8-inch meter, the published fixed monthly water charge is $10.50. A 1-inch meter has a fixed charge of $15.25. These are water-service charges; applicable sewer, taxes and other agency charges are additional.

Example: A residential customer with a 5/8-inch meter using 5,000 gallons in a billing month would have a water consumption charge of $5.50, plus the $10.50 fixed charge, making $16.00 in OUC water charges before other applicable items. Actual bills depend on meter classification and the charges shown on the account.

See the official OUC Service Rates & Costs page for the complete current water tariff, irrigation charges and other customer classifications.

Orlando billing detail: OUC may collect wastewater or solid-waste charges on the same bill for another government agency. For example, City of Orlando sewer fees are not OUC water rates. A higher total bill does not necessarily mean the OUC drinking-water rate changed.

How to Read Your OUC Water Bill

Your statement includes information that can help explain an unusually high amount, especially when electric and water services appear together.

  • Account number and PIN: Used for customer service and myOUC registration.
  • Previous balance: Unpaid charges carried from an earlier billing period.
  • Water service charge: The fixed monthly amount associated with the applicable meter size.
  • Water consumption: The amount used, measured in KGAL (thousands of gallons).
  • Other agencies’ charges: May include wastewater, local fees or taxes.
  • Usage history: Helps compare recent consumption with earlier billing periods.
  • Total due and deadline: The payment amount and due date associated with your account.

To access the current statement, log in to myOUC and select View My Bill from the Account Summary page. Past statements can be accessed through Inserts & Bills; OUC provides downloadable historical bills dating back up to five years.

The myOUC View Usage option also helps customers examine their water-consumption trends. See Understanding My Bill for OUC’s official explanation.

Start, Stop or Transfer Water Service in Orlando

If you are moving into a house or apartment, check whether OUC serves the exact address first. OUC provides drinking water in Orlando and parts of Orange County, but not every property with an Orlando mailing address uses OUC for water.

You can check the OUC service request page and its official service-area map before submitting an application.

Start New OUC Water Service

  1. Open the official Start, Stop or Move Service page.
  2. Create a myOUC profile if you are a new customer, or sign in if you have an existing account.
  3. Under Service Requests, choose Start Service.
  4. Enter your new property address and requested start date.
  5. Complete any identity, account or deposit requirements shown during the application.
  6. Submit the request and check its status through myOUC.

OUC publishes a $25 connection charge for starting service, applied to the first bill. A deposit may also be required, depending on credit history, payment history and services at the property.

For an address without active service, a weekday request completed before 4 PM may qualify for same-day connection if all requirements are satisfied. For a location with active service, OUC states that the request will not be completed until the next business day. Weekends and holidays can affect scheduling.

Transfer or Stop Service

Moving between OUC-served addresses? Choose Move Service in myOUC instead of opening an unrelated new account. OUC allows customers to schedule overlapping service at two locations during a move.

If you are leaving the area, select Stop Service, provide the desired termination date and review the final bill. OUC says stop requests may be processed as soon as the next business day.

Local moving tip: Before signing up for water at an apartment in the Orlando area, ask the leasing office whether water is billed directly by OUC, included in rent or charged through a property billing company. This prevents applying to the wrong provider.

Customer correspondence:

This address is for correspondence, not bill payments. For electronic inquiries, OUC provides a customer contact form with options for account issues, payments, high bills, service problems and login assistance.

You can also text OUT to 69682 through OUC’s messaging program to report a problem, subject to its registration and messaging terms. The OUC Alerts page explains text commands such as BAL for account information and STAT for reported outage status.

No Water, Low Pressure or a Leak: What to Do

When water stops unexpectedly, first determine whether the issue affects your property only or a wider area. Avoid opening a utility meter enclosure or operating equipment you are not authorized to use.

  1. Check multiple faucets. If only one fixture has low pressure, the issue may be inside the building.
  2. Ask whether nearby properties have water. A shared problem may indicate a utility-side interruption.
  3. Check the appropriate household shutoff valve. If you know how to operate your own valve safely, confirm it has not been accidentally closed.
  4. Report a suspected main break. Call OUC at 407-423-9018, available for 24-hour problem reporting.
  5. Describe the issue clearly. Give the full location, when it began and whether there is visible water escaping or a damaged meter lid.

OUC is responsible for its water mains and service lines up to and including the meter. Plumbing from the meter toward the building, along with certain irrigation and other private components, is generally the property owner’s responsibility.

Important: If you see a major water main break, a broken meter lid or flooding near electrical equipment, stay clear of the hazard and report it. For life-threatening emergencies, call 911.

Official instructions: Report an OUC Outage or Service Problem.

High Water Bill? Check These Orlando-Specific Causes

In Central Florida, outdoor watering can be a major part of household consumption. A running irrigation system, leaking toilet or change in seasonal watering habits can raise an OUC bill even when indoor water use seems normal.

Check Your Usage Before Calling

  1. Log in to myOUC and open View Usage.
  2. Compare consumption with the previous month and the same season last year.
  3. Check the number of gallons used rather than comparing only the total dollar amounts.
  4. Inspect running toilets, dripping faucets, garden hoses and irrigation zones.
  5. If usage is still unexplained, contact OUC and ask about the meter reading, possible leaks and any applicable billing review or adjustment process.

Orlando Lawn Watering Restrictions

OUC advises twice-weekly lawn watering during Daylight Saving Time and once-weekly watering during Eastern Standard Time. Customers should avoid irrigation between 10 AM and 4 PM and limit watering to no more than one hour per zone.

The permitted watering days depend on property type, address and season. Review the current rules on OUC Water Services before changing a sprinkler schedule.

Practical Orlando tip: If your bill shows a large increase shortly after irrigation schedules changed, check every programmed sprinkler start time. A controller can run several times a week without anyone noticing, especially when watering happens before sunrise.

OUC also provides high bill assistance resources, including conservation guidance and billing options.

Late Water Bills, Payment Extensions and Assistance

OUC states that a late payment fee may be assessed five days after the due date. The fee is 1.5% of the unpaid past-due amount or $5, whichever is greater.

If your bill is overdue and you cannot pay the full amount, contact OUC promptly rather than waiting for a disconnection notice.

  1. Check the amount due and any payment deadline through myOUC.
  2. Call 407-423-9018.
  3. Request a payment extension or ask whether your account qualifies for an arrangement.
  4. Confirm the exact date and amount required under the arrangement.
  5. Keep the confirmation and make the payment by the agreed deadline.

A payment extension does not automatically waive late fees. Missing the extension date can also affect service or future eligibility for arrangements.

OUC Project CARE

OUC’s Project CARE program offers utility assistance to qualifying households experiencing temporary financial hardship. OUC describes a maximum benefit of $500 within a 12-month period, subject to program requirements and availability.

Visit OUC High Bill Solutions to find assistance options and information about payment plans, Budget Billing and other programs.

Orlando Drinking Water Quality and Local Service Details

OUC supplies drinking water drawn from the Lower Floridan Aquifer and uses ozone treatment as part of its water treatment process. The utility publishes water quality reports containing testing results and information for customers.

OUC lists average water hardness at approximately 129 parts per million, or 7 grains per gallon. This can help explain mineral buildup around faucets or appliances in some households. Hardness alone does not establish that water is unsafe.

If you notice an unusual taste, odor, color or a sudden change in water pressure, contact the utility rather than assuming the issue is harmless.

Read the OUC Water Services and Quality Information page to access drinking-water reports, treatment explanations and current information.

Water versus wastewater: OUC drinking-water service and local wastewater service are not always administered by the same agency. If your bill includes City of Orlando wastewater charges, questions about those charges may need to go to the city even when OUC sends the combined bill.
