How to Pay Your Harnett County Water Bill Online

Harnett Regional Water uses the Harnett Link payment portal. You can make a one-time payment without registering or create an account to view billing information and manage recurring payments.

  1. Open the official payment page. Visit Harnett Link – Pay My Bill.
  2. Locate your customer and account numbers. Both appear near the top-right corner of your water bill.
  3. Enter the customer number. Use the six-digit number before the dash on your statement. Add leading zeroes if necessary.
  4. Enter the account number. Use the six-digit number after the dash, including any leading zeroes.
  5. Review your account. Make sure the displayed account and amount match your bill.
  6. Select the payment method. Choose an available card or electronic payment option and review any fees displayed.
  7. Submit the payment. Confirm the transaction and save the receipt or confirmation number.

Example: Entering Your Harnett Water Account Number

Suppose your statement shows 012345-067890.

  • Customer Number: 012345
  • Account Number: 067890

Enter these numbers into the separate fields on the portal. Do not remove the leading zeroes. The number above is an example, not a real customer’s information.

Paying to restore disconnected service? After making the payment, call 910-893-7575 and inform Customer Service. Harnett Regional Water specifically asks customers paying for reconnection to call after completing the transaction.

Harnett Link Login, New Registration & Paperless Billing

Registering is useful if you want to check your current balance, view past bills, track transactions, manage more than one property or enroll in automatic payments.

Register for a Harnett Link Account

  1. Visit Harnett Regional Water Online Services.
  2. Select Register Now under the new-user option.
  3. Create a username containing at least six characters. Letters and numbers are allowed, but special characters are not accepted.
  4. Create a password with at least seven characters. Include an uppercase letter and a special character.
  5. Complete the registration and check your email for an account activation message.
  6. Open the activation email and enable your account.
  7. Sign in using your username and password to manage billing and service information.

Previously used an older Harnett utility login? The utility’s current registration guidance says customers must register again for Harnett Link. Your old email-address username may not work as the new username.

Did Not Receive the Activation Email?

Check your spam or junk folder for a message from utilitybilling@harnett.org. If you cannot find the activation message, contact the utility rather than repeatedly creating new accounts.

Set Up Paperless Billing

  1. Sign in to your Harnett Link account.
  2. Open Manage Account.
  3. Select the individual account you want to switch to paperless billing, or choose the option for all paperless bills and electronic notices.
  4. Update your preference and confirm that your email address is correct.

Only one username can be created for an individual account under HRW’s published registration rules.

Pay Your Harnett Water Bill by Phone

Call 910-893-7575. Automated bill payments are available 24 hours a day. The utility lists MasterCard, Visa, Discover and eCheck among its accepted phone payment methods.

Bank Bill Pay Setup

If using your own bank’s bill-payment service, Harnett Regional Water instructs customers to enter:

  • Vendor: HRW
  • Payment address: P.O. Box 1119, Lillington, NC 27546
  • Account reference: Include the hyphen, such as 012345-067890

Make sure the bank transmits the correct account reference. A missing hyphen or leading zero can make payment matching more difficult.

Automatic Payments

To set up recurring payments, sign in to Harnett Link, choose Auto Pay, select your enrolled accounts and follow the authorization process.

For a bank draft application outside the portal, use the official Important Forms page, which provides both online and printable bank draft authorization forms.

Harnett County Water and Sewer Rates

Harnett Regional Water publishes residential and commercial rates separately. Its official rate page lists water and sewer schedules effective July 1, 2025; these are the currently published figures reviewed for this guide.

ServicePublished Rate
Residential water – first 2,000 gallons $22.00 flat charge
Residential water – additional usage $5.75 per 1,000 gallons
Commercial water – first 2,000 gallons $30.00 flat charge
Commercial water – additional usage $5.75 per 1,000 gallons
Residential metered sewer – base $16.00
Residential metered sewer – usage $6.50 per 1,000 gallons
Residential flat sewer – one-person household $42.00
Residential flat sewer – two or more people $48.00
Commercial sewer – base $45.00
Commercial sewer – usage $6.50 per 1,000 gallons

Example: A Home Using 5,000 Gallons

Using the published residential water schedule:

  • First 2,000 gallons: $22.00
  • Next 3,000 gallons: 3 × $5.75 = $17.25
  • Estimated water charge: $39.25

If the account also uses metered residential sewer at $16.00 plus $6.50 per 1,000 gallons, the illustrative sewer charge for 5,000 gallons would be $48.50.

Combined illustration: $87.75 before any other account-specific charges. Actual sewer billing may depend on the customer’s service type, and some accounts use flat sewer charges instead.

For the complete schedule, see Harnett Regional Water – Rates and Fees.

New Account Deposits, Setup Fees & Reconnection Charges

Harnett Regional Water determines residential deposits partly by whether the applicant owns or rents the property and whether the applicant meets the utility’s credit criteria.

ChargeStandard / Approved CreditCredit-Risk Amount
Owner water deposit $25 $50
Owner sewer deposit $25 $50
Renter water deposit $50 $100
Renter sewer deposit $50 $100

Other published charges include:

ServiceFee
Account setup$15
Transfer service$15
Reconnect service$40
After-hours callout$50
Moving tip: A new account at an existing serviced home is different from installing a new water tap on undeveloped property. New installations may involve substantially higher tap, meter and system-development fees. Use the utility’s engineering and tap-application process when a water connection does not already exist.

How to Start, Transfer or Stop Harnett County Water Service

Harnett Regional Water provides online service applications for addresses with existing water or sewer connections.

Start Service at an Existing Address

  1. Open the official forms page. Visit Harnett Regional Water – Important Forms.
  2. Select the existing-service application. Choose the online form titled Application to turn on water and/or sewer existing service.
  3. Complete the applicant details. Enter the service address, requested start date and contact information.
  4. Provide identification. HRW requires an application and a copy of an acceptable ID.
  5. Review deposits and fees. Deposits depend on owner/renter status and credit criteria.
  6. Submit the application. Follow the online form’s instructions, then arrange the required deposit.
  7. Confirm the requested date. Contact 910-893-7575 if the move-in date is approaching and you have not received confirmation.

Transfer an Existing Account

If you already have Harnett Regional Water service and are moving to another service address, sign in to Harnett Link. Under Manage Services, choose the stop, start or transfer service option.

The utility lists a $15 transfer fee. Confirm whether a deposit adjustment or account balance will also apply.

Stop Water Service Before Moving

Submit a disconnection request using the official service forms or contact Customer Service at least two business days before your requested disconnection date.

Keep a copy of the confirmation and provide the information required for the final bill or deposit settlement.

Late Water Bills, Disconnection & Payment Arrangements

Harnett Regional Water states that accounts 15 or more days past due are subject to disconnection without another notice. If your balance is overdue, the safest action is to contact the billing office before the scheduled interruption.

  • Check your due date and overdue balance using Harnett Link.
  • Call 910-893-7575 if you cannot pay the full amount.
  • Ask whether you qualify for a payment arrangement.
  • HRW permits no more than three payment arrangements during a 12-month period.
  • If service has been disconnected, the published reconnection fee is $40.
  • All overdue charges and the applicable reconnection fee must be paid before restoration.

How Quickly Is Water Reconnected?

HRW states that restoration normally occurs during business hours within two business days after payment. Same-day restoration may be available for an additional $50 charge.

After paying: Call Customer Service and provide the payment confirmation. Do not assume an online payment automatically creates a reconnection work order.

Urgent overdue account? A drop-box payment may not post until the next business day. If you are facing disconnection or requesting reconnection, confirm the acceptable payment method directly with HRW.

High Harnett County Water Bill? Check WaterSmart & Possible Leaks

Harnett Regional Water offers WaterSmart for monitoring water consumption. This is a different service from Harnett Link, which handles payments and account billing.

WaterSmart portal: hrwnc.watersmart.com

  1. Review daily usage. Access the WaterSmart portal using its available account-registration or login process.
  2. Compare usage patterns. Look for unusually high consumption or continuous usage when nobody is home.
  3. Check household plumbing. Running toilets, outdoor faucets, irrigation equipment and leaks under the house can increase billed consumption.
  4. Test for hidden leaks. Record your water meter reading, avoid using water for four hours and check the reading again.
  5. Compare your bill. If the meter reading is lower than the billed reading, contact HRW with the current reading for review.
  6. Ask about adjustments. If a leak is repaired, keep invoices, photographs or proof of repair to support a possible adjustment request.

Does HRW Offer Leak Adjustments?

Yes. HRW’s customer FAQ states that one leak adjustment may be granted per 12 months on one bill, provided acceptable proof of repair is submitted.

The adjustment is not automatic. Contact Customer Service and ask what documentation is required for your particular account.

Local water-use tip: Harnett County includes both established communities and rapidly developing residential areas. New landscaping, irrigation systems, outdoor hoses and construction-related water use can change consumption substantially. Compare daily WaterSmart readings before assuming the higher total is a billing error.

Water Pressure Problems, Outages & Water Quality Questions

Harnett Regional Water uses the Cape Fear River as the source of its drinking-water system. Water pressure or appearance can change because of local maintenance, flushing, plumbing problems or distribution-system issues.

Low Water Pressure

If pressure is weak at only one fixture, inspect that fixture first. If the whole house is affected, consider these possibilities:

  • A leak on the customer’s plumbing side
  • A faulty or incorrectly adjusted pressure-reducing valve
  • Nearby hydrant flushing
  • A water-main break affecting surrounding properties

If neighbors also report low pressure, contact HRW to ask whether a distribution-system issue has been reported.

Cloudy or Discolored Water

Milky-looking water can be caused by tiny air bubbles. If the cloudiness clears after water stands in a glass, trapped air may be the cause.

Persistent discoloration, unusual odor or a suspected contamination issue should be reported to the utility. Follow any active official boil-water notice or other drinking-water advisory rather than relying on general troubleshooting advice.

How to Report an Outage

  1. Visit Harnett Regional Water’s official website.
  2. Look for the Report Outages or outage information option.
  3. Check whether your service area is affected by a known problem.
  4. For urgent problems, call 910-893-7575 and follow the available assistance instructions.

For serious immediate safety hazards, contact emergency services.

2026 Harnett Water Conservation Notice

On July 6, 2026, Harnett Regional Water announced a Stage I voluntary water shortage alert after guidance concerning reductions in Jordan Lake discharges.

The utility encouraged customers to reduce unnecessary water use while officials monitored regional conditions.

Because water-shortage stages can change, check HRW’s current notices before making irrigation or high-volume outdoor water-use plans. A July announcement does not establish that the same restriction remains active indefinitely.

Useful conservation measures include checking leaks, avoiding excessive lawn watering, running full laundry loads and repairing irrigation-system problems.
