Mail Your Utility Payment

City of Appleton
PO Box 1217
Appleton, WI 54912-1217

Include the payment stub if available and write your nine-digit utility account number on the check.

Do not confuse utility and property-tax mailing addresses. The City lists PO Box 1217 for utility payments. The separate property-tax address should not be used for water, sewer or refuse bills.

Payments must reach the City by the due date to avoid late penalties. A postmark does not guarantee that the payment will arrive on time.

Important 2026 Billing Changes Appleton Customers Should Know

Appleton introduced a new utility billing system in fall 2025. These changes continue to affect customers in 2026, particularly those using bank bill-pay services or paying multiple property accounts.

1. Utility Bills Are Now Aligned Quarterly

Water and sewer billing already followed a quarterly schedule. The City has aligned stormwater and refuse charges with that same quarterly billing period.

This means customers may see multiple utility-related services on bills covering the same three-month period.

2. Some Account Numbers Changed

The new billing system may have assigned different customer or account numbers.

If you use your bank’s bill-pay service, verify that the account number saved with your bank matches the number shown on your current utility statement.

Important for automatic bank bill pay: A payment sent using an old account number may require additional review or manual matching. Update your bank’s saved payee details before the next payment is issued.

3. Multiple Properties May Receive Separate Statements

Customers responsible for stormwater or refuse charges at multiple units or parcels may receive separate bills, sometimes delivered together in one envelope.

Check each account number and balance individually rather than assuming one payment covers every property.

4. Charges May Be Prorated When You Move

Because billing follows quarterly periods, charges may be prorated if a customer moves in during a billing cycle.

If the first bill is higher or lower than expected, compare the exact service dates and the individual charges.

Read the City’s official Utility Billing System Update for the current billing-system explanation.

Start, Transfer or Stop Water Service in Appleton

Moving into a home, apartment or commercial property? The utility account should reflect the correct service address, customer and effective service date.

Request Service for a New Address

  1. Confirm your provider. Check whether the property is billed by the City of Appleton or a neighboring municipality or sanitary district.
  2. Open the Utility Billing contact form. Visit Contact Us — Utility Billing.
  3. Choose Moving In/Moving Out. Select this option as the reason for your request.
  4. Enter the property details. Provide the service address, contact information and applicable account information.
  5. Explain the requested service date. Include the date you take possession and any details needed to coordinate the account change.
  6. Submit the request. Follow the City’s instructions and keep a copy of your request.
  7. Confirm the account setup. Contact 920-832-6442 if you need confirmation before moving.

If the water is physically shut off or the property requires meter work, the Billing office may direct you to Public Works at 920-832-5580.

Stop Service When Moving Out

Use the same official contact form and select Moving In/Moving Out.

Provide the final service date, property address, account details and forwarding contact information. Ask whether a final meter reading or additional documentation is needed.

Buying or selling property? Confirm the utility account status before closing. A seller’s final service period and the buyer’s first service period may fall within the same quarterly billing cycle.

New Water Connection or Meter Installation

For a property without an existing water connection, contact Appleton Public Works at 920-832-5580.

New service connections and meter installations are different from changing the billing name on an existing account. Ask about the application, inspection and fee requirements for your specific property.

Appleton Water and Sewer Rates for 2026

Appleton’s water utility is regulated by the Public Service Commission of Wisconsin (PSC). Water charges depend on the approved rate schedule, meter size, consumption and applicable public fire protection charges.

The City initiated a water-rate review for 2026. Its budget anticipated new rates during the year, but a proposed date is not proof that a particular rate became effective.

For an accurate calculation, use the current PSC-approved Appleton Waterworks tariff rather than relying on an older rate table.

What Appears on an Appleton Utility Bill?

ChargeWhat It Covers
Water base charge A fixed charge associated with the meter and water service availability.
Water consumption Measured water used during the billing period.
Public fire protection Costs associated with maintaining water-system capacity for fire protection.
Wastewater / sewer Applicable wastewater collection and treatment charges.
Stormwater Drainage and stormwater-related utility charges.
Refuse Applicable garbage and refuse collection service charges.

How to Check the Approved Water Rate

  1. Open the Wisconsin PSC Water Tariffs page.
  2. Follow the tariff lookup instructions to find the utility rate records.
  3. Search for Appleton Waterworks or the City of Appleton water utility.
  4. Check the effective date of the applicable schedule.
  5. Identify your customer class, meter size and water consumption rate.
  6. Compare the charges with your latest utility bill.

The PSC’s water rate comparison resources can also help estimate bills, but those estimates may not include every charge shown on a full city utility statement.

Why your bill may be higher: Since Appleton bills quarterly, three months of water use and applicable fixed charges can appear together. Compare billing period length, actual consumption and all service charges before concluding that water rates increased.

What to Do When Your Appleton Water Bill Looks Wrong

Water Usage Is Suddenly Much Higher

Appleton provides an AquaHawk water-use monitoring service to help customers identify unusual consumption.

Before contacting the City, check:

  • Toilets that keep refilling or running after flushing.
  • Dripping faucets and outdoor hose connections.
  • Water softener regeneration problems.
  • Leaks around water heaters or appliance supply lines.
  • Garden irrigation and outdoor water use.
  • Private water service lines and basement plumbing.

Where available, AquaHawk usage information can help determine when consumption increased. If you need help using the monitoring service, contact Public Works at 920-832-5580.

Wisconsin winter tip: Frozen or damaged pipes can create major water losses after thawing. If you see unexpected consumption during cold weather, check basements, unheated spaces and exterior plumbing as soon as it is safe to do so.

Leak After the Water Meter

Customers are generally responsible for monitoring and maintaining plumbing and fixtures on their property. If you discover a leak, arrange repairs promptly and keep the repair documentation.

Contact Appleton Utility Billing to ask whether any adjustment policy applies to your situation. Do not assume that a leak automatically qualifies for a reduction.

Your Payment Is Missing

If your bank shows a payment but the City account still has a balance:

  1. Check the transaction confirmation or canceled check.
  2. Compare the account number on the payment with your current bill.
  3. Verify whether the payment went through the new municipal portal or bank bill pay.
  4. Call 920-832-6442 with the amount, date and confirmation details.
  5. Ask whether any late charge or account issue remains.

This is particularly important for customers whose account number changed during the 2025 billing-system conversion.

Received a Late Payment or Disconnection Notice

Read the notice carefully and call Utility Billing before the deadline. Ask for the exact balance required, accepted payment methods and whether a payment arrangement is available.

If the issue involves an actual water shutoff or field service, confirm with the City which department must authorize restoration.

Water Main Break or Sewer Emergency

For a water main break, suspected public system leak, temporary shutoff or sewer maintenance concern, call Public Works at 920-832-5580.

The City’s utility billing information also lists an after-hours utility emergency contact through AnSer at 920-730-3004.

Provide your service address, nearest intersection, when the issue started and whether water is visible in the road or entering a building.

Where Does Appleton’s Drinking Water Come From?

The City of Appleton draws drinking water from Lake Winnebago. The water is treated at the City’s treatment facility before being distributed to customers.

The treatment process includes filtration, disinfection and other treatment steps. Appleton publishes Consumer Confidence Reports describing its drinking water source, testing and water quality results.

If you are concerned about water quality, review the City’s official reports or contact the water treatment facility at 920-997-4200.

For drinking water system records, the Wisconsin DNR Drinking Water System Portal provides monitoring and compliance information.

Appleton Address Doesn’t Always Mean Appleton Utility Billing

Some properties with Appleton-area mailing addresses are served or billed by nearby utilities, including Grand Chute, Fox Crossing, Harrison Utilities or Darboy Sanitary District.

Always check the provider on your actual bill.

For example, Grand Chute purchases water from Appleton but maintains its own utility billing process. Paying a Grand Chute account through Appleton’s City portal would be incorrect.

Before paying a new property account: Confirm both the service address and billing utility. A property’s postal city and its utility service provider are not necessarily the same.
