How to Start Water Service in Atlanta
New residents can apply online, by fax or in person through the Department of Watershed Management. Start by checking whether the property is within Atlanta DWM’s service area.
- Check the service location. Visit Start My Service and follow the city’s service-area lookup link.
- Check for a master-meter arrangement. Some apartments, condominiums and commercial properties share a master meter. In these cases, management may handle utility service rather than individual residents opening city accounts.
- Prepare the required documents. Property owners and renters have different verification requirements.
- Complete the new-service application. Follow the online application link on the city’s Start My Service page.
- Submit identification and supporting documents. Make sure names and property details match the application.
- Review the deposit and establishment fee. Confirm the amount for your meter and property before submitting or accepting the charges.
- Confirm the service date. Keep your application confirmation and check with DWM if additional documents or account verification are needed.
Documents Required for Property Owners
- Completed new-service application.
- Closing statement, closing disclosure, settlement statement or qualifying warranty deed.
- Valid government-issued identification.
- Required service deposit and establishment fee.
The city specifies that the deed holder must apply for the account. A purchase agreement or management agreement alone is not accepted in place of the required ownership documentation.
Documents Required for Renters
- Completed new-service application.
- Current lease, including the terms and signature pages.
- Valid government-issued identification.
- Required deposit and account establishment fee.
The lease holder must apply. The city does not accept subleases for this application purpose.
Atlanta New-Service Fees
| Charge | Published Amount |
|---|---|
| Standard deposit listed for applicants | $80 |
| Account establishment fee | $15 |
| Deposit for other meter sizes | Varies |
The city says fees and deposits for online or fax applications are included on the first bill. For in-person applications, the required charges are collected at application.
Fax application option: 404-979-6787.

Why Is My Atlanta Water Bill So High?
Atlanta uses a tiered water and sewer rate structure. Higher consumption, longer billing periods, leaks and additional charges can all affect the total.
DWM says it normally aims to read water meters every 28–32 days. Weather, holidays and operating conditions can occasionally extend a reading period.
Understand the Usage Measurement
Atlanta measures billed water consumption in CCF (centum cubic feet). One CCF equals approximately 748 gallons.
For example, a statement showing 8 CCF represents approximately 5,984 gallons of water use. Compare usage units between statements rather than comparing only the dollar amount.
Check These Items Before Disputing a Bill
- The current and previous meter readings.
- The number of days included in the billing period.
- Water usage measured in CCF.
- Separate water and wastewater charges.
- Any previous balance, adjustment or penalty.
- Running toilets, plumbing leaks or unusual outdoor water use.
Are Atlanta Water Rates Increasing in 2026?
The City of Atlanta states that its existing monthly water and sewer rate structure is maintained from July 1, 2024, through June 30, 2028 under the city’s adopted schedule.
However, Fulton County has separately published water and sewer rate increases effective January 1, 2026 and January 1, 2027 for applicable county charges. The rate applicable to your bill depends on your actual provider and services.
How to Dispute a Water Bill or Request an Adjustment
Atlanta allows customers to request account adjustments for certain billing errors, leaks, meter-related problems, penalties and departmental errors.
- Find the disputed bill and note the billing period, account number and amount.
- Identify whether the issue concerns a meter reading, leak, incorrect fee, department error or another eligible category.
- Collect supporting documents, such as a plumber’s invoice, repair receipt, photographs or previous statements.
- Open the official DWM bill adjustment instructions.
- Complete the adjustment request form and follow the stated submission method.
- Keep confirmation that your request was received and respond if the city requests more documentation.
An adjustment is not guaranteed simply because your bill increased. Eligibility depends on the reason, evidence and applicable city rules.
