Pay Your Panama City Water Bill Online Using InvoiceCloud

The official Panama City online payment service supports one-time payments, registered account management, automatic payments and paperless billing. You can reach InvoiceCloud through the City’s own website.

  1. Open the official payment page. Visit Panama City Online Payments.
  2. Choose Utility/Water Bill. Select the InvoiceCloud access link under the utility bill payment section, rather than the merchant revenue or police payment sections.
  3. Select your payment route. Choose a one-time payment or sign in to your registered account.
  4. Identify your utility account. Enter the account details requested by InvoiceCloud, using your most recent Panama City utility bill.
  5. Review the amount due. Confirm the account information, outstanding balance, due date and any convenience charge.
  6. Choose your payment method. Select an accepted card, electronic check or supported digital wallet.
  7. Complete the transaction. Save your payment confirmation number and check your account history before attempting a second payment.
Payment posting matters: Panama City states that online payments are processed at the close of the business day. Weekend and holiday payments are processed at the end of the next business day. Do not assume that a payment made after a disconnection deadline will immediately restore service.

Online Payment Fees

Payment MethodPublished Fee
Credit or debit card$1.75 service fee per transaction
Electronic check (ACH/EFT)No service fee
PayPal, PayPal Credit, Venmo, Apple Pay or Google PayAvailable options; check the final payment screen for applicable fees

InvoiceCloud allows eligible bills to be combined into a transaction, which can reduce repeated card service fees. Verify the total before confirming payment.

How to Register or Log In to Your Panama City Utility Account

If you want to view previous payments, receive electronic bills or configure AutoPay, create an account in InvoiceCloud.

  1. Visit the City’s official InvoiceCloud access page.
  2. Open the InvoiceCloud customer portal.
  3. Choose the registration or sign-in option shown by the portal.
  4. For registration, supply the requested identifying and contact information and associate your utility account.
  5. After signing in, review available features such as payment history, scheduled payments, AutoPay and paperless billing.
  6. If you formerly paid through Paymentus, check your new InvoiceCloud payment method and AutoPay enrollment. Previous registration should not be assumed to have transferred.

If you cannot register because your account information is not recognized, compare it against your printed bill. For unresolved issues, call 850-872-3166 instead of repeatedly creating new accounts.

How to Set Up Automatic Payment

Panama City offers recurring payments through InvoiceCloud and a separate bank draft process.

  1. For portal AutoPay, start at the official payment page.
  2. Register or log in and choose the available AutoPay enrollment option.
  3. Enter your payment details and review the authorization and scheduled withdrawal information.
  4. Save the enrollment confirmation and check your next bill to ensure the arrangement is working.

Panama City Water and Sewer Rate Changes in 2026

Panama City announced updated utility rates beginning with October 2026 consumption. The first bills reflecting the adjustment are expected during the week of November 2, 2026.

Expected impact: The City estimates that an average residential customer’s total monthly utility bill will increase by approximately $6.50. This is an average estimate, not a flat $6.50 water-only charge for every account.

Your actual bill depends on consumption, applicable rates and the services billed. Panama City’s municipal utility bill can include water, wastewater and garbage services.

What to Check When Your Bill Increases

  • Compare current water usage with the previous month’s recorded consumption.
  • Check the billing period and due date.
  • Look for separate wastewater and garbage charges.
  • Review any previous balance, adjustment, service charge or penalty.
  • Check whether the October 2026 rate adjustment is reflected on the statement.
  • Call customer service if the consumption or charges do not appear correct.

The City’s Utility Billing page provides its latest rate increase notice and links to further explanations.

Start, Stop or Transfer Water Service in Panama City

Open a New Residential Utility Account

  1. Confirm that your new address receives utility service from the City of Panama City, not another Bay County provider.
  2. Open the official Utility Billing & Customer Service page.
  3. Use the City’s Utility Service Application / Online Utility Service Form link.
  4. Complete the required customer, address and service-request information.
  5. Confirm deposit requirements with Customer Service at 850-872-3166.
  6. Submit the application and confirm the activation date with the utility department.

Deposit requirements vary according to meter size and whether the service address is inside or outside city limits. The City does not publish one deposit amount that applies to every customer.

New construction is different: If the property has never been connected to Panama City water or sanitary sewer service, use the Utilities Connection & Impact Application route or call 850-691-4553. A routine billing-account application alone may not establish a new physical connection.

Stop Service Before Moving Out

You can request account closure by calling Customer Service or using the City’s online utility service form.

According to the City, service closure requests received before noon can be handled the same day; requests after noon are handled the next business day. Confirm your final balance and forwarding address.

What Happens to Your Deposit?

The City states that eligible residential utility deposits are refunded after 24 consecutive months without a delinquent account or disconnection. When an account closes before a refund, the deposit is applied against the final balance and any remaining amount is returned.

Late Water Bills, Shutoffs and Billing Errors

If You Cannot Pay by the Due Date

Call 850-872-3166 and ask about a payment arrangement before your account reaches disconnection status. The City considers payment arrangements individually; approval is not automatic.

If You Already Received a Disconnect Notice

  1. Check the overdue amount and notice deadline.
  2. Use the official InvoiceCloud payment route or another authorized method.
  3. Keep the receipt or transaction confirmation.
  4. Call the billing department to confirm the payment and account status, especially if service is already interrupted.

When service is disconnected for nonpayment, the City requires payment of the overdue balance plus an applicable service fee before reinstatement. Confirm the amount and timing directly with the office.

Unexpected Back-Billing or Estimated Water Consumption

Panama City has published a temporary water billing forgiveness policy addressing meter transmitter problems, software errors, delayed bills and estimated consumption. Under that policy, system-related under-billing is limited to a maximum of two billing cycles (approximately 60 days), while confirmed system-related over-billing is eligible for an account credit.

This policy is temporary and subject to the City’s current status and eligibility findings. Ask Customer Service whether it applies to the specific period and issue on your account before assuming an adjustment is due.

Useful local advice: If you believe your bill contains several months of accumulated usage because of a meter transmitter problem, request a review of actual versus estimated readings. Keep copies of the affected bills and any emails from the City.

Water Leaks, Sewer Problems and After-Hours Assistance

Utility billing and water system maintenance have different contact routes. For a physical water or sewer problem, contact Utility Operations.

During Business Hours

850-691-4553
Monday–Friday, 8 AM–5 PM

After-Hours Urgent Issues

850-872-3112
For urgent water, sewer or maintenance concerns.

You can also review the Utility Operations page for water quality reports, boil-water instructions and system information.

If Your Tap Water Looks Cloudy or Rust-Colored

Water main repairs, firefighting activity or changes in distribution-system pressure can disturb sediment. Avoid washing clothes with discolored water because it may stain fabrics. If you notice an unusual odor, prolonged discoloration, a loss of pressure or an active boil-water notice, contact the utility and follow its safety instructions rather than assuming the water is safe.

Boil-water notice: Follow the City’s current notice and clearance instructions. Do not rely on older neighborhood notices or assume that service restoration means a water-quality advisory has ended.
