Pay a Palm Coast Water Bill Online Without Registering

The quickest payment method for customers who do not need an online account is the city’s Paymentus one-time payment page. You need the full water account number printed on your bill.

  1. Open the direct official payment page: Palm Coast One-Time Payment.
  2. Keep Utility Bill selected. The payment form identifies the type of payment being made.
  3. Enter your complete account number, including the dash. Copy the number exactly as it appears on your statement.
  4. Enter your email address twice. The form requests an email address and confirmation email.
  5. Continue to payment. Select an available payment method and review any applicable processing fee.
  6. Submit the transaction. Save the payment confirmation number and verify that the transaction was accepted.
When does a payment post? The Paymentus customer portal states that payments made before midnight normally post the next day. Payments made after midnight post within 48 hours. This is the portal’s published posting guidance, not a promise of immediate account credit.
Already scheduled for water shutoff? After paying, call 386-986-2360 and provide your confirmation number. The payment portal specifically asks customers scheduled for shutoff to contact the office. New customers should wait until their first bill is generated before attempting a payment.

Palm Coast Water Utility Login and Account Registration

Registered customers can sign in through the city’s secure Paymentus customer portal. This is useful when you want to manage bills and payment methods instead of making separate guest payments every month.

  1. Visit Palm Coast Customer Portal.
  2. Enter your registered email address and password.
  3. Select the login option to access your account.
  4. Use the available account tools to view bills, make payments or update payment preferences.

Creating a New Online Account

On the same portal, select Register Now. Follow the registration instructions and use the account information shown on your utility bill to associate the correct service account.

Forgot Your Password?

Open the Paymentus login page and select Forgot your password? Follow the account recovery instructions sent through the portal. If you cannot access the registered email or account, contact city customer service rather than opening duplicate accounts.

Where to Find Previous Bills

The city states that registered customers using eBill can access PDF copies of the previous 12 months of bills. You can also receive email notifications when a new statement is ready.

The city lists a maximum online utility payment of $10,000. The processor charges the published fees; Palm Coast states that the utility department does not profit from them.

Pay by Mail or Bank Bill Pay

For check or money-order payments, use:

City of Palm Coast
160 Lake Avenue
Palm Coast, FL 32164

Include your account number. If paying through your bank’s bill-pay feature, set the City of Palm Coast as the payee and enter your full utility account number. Allow sufficient delivery time because banks may mail a physical check.

Pay at City Hall or Use the Drop Box

City Hall accepts in-person utility payments Monday through Friday, 8 AM–5 PM, excluding applicable closures. A secure payment drop box is available at the front entrance for after-hours use. The city states that drop-box payments are posted the next business day.

Money-saving tip: For customers who pay monthly and maintain a zero account balance, checking-account AutoPay is the city’s published fee-free automatic payment option.

Set Up Palm Coast Water Bill AutoPay

Automatic payments are available through Paymentus, but your account must have a zero balance before enrollment. AutoPay begins with the next billing cycle, so do not assume it will pay an existing balance.

  1. Sign in to Paymentus.
  2. Open the Autopay section.
  3. Choose your preferred checking account or accepted card.
  4. Review the automatic draft authorization.
  5. Save the arrangement and confirm it appears in your account.
  6. Check the next bill to confirm that automatic payment is scheduled.

To cancel or change AutoPay, return to the same section after signing in and update or remove the stored payment method. City employees cannot enter your bank or card details on your behalf.

Start, Stop or Transfer Palm Coast Water Service

Moving into or out of Palm Coast? The city’s New Service Application handles service requests for water, sewer and trash. It requires signing in or creating a Palm Coast Connect account.

  1. Visit the official New Service Application.
  2. Select Create Account or Sign In.
  3. Choose the appropriate request for new service, disconnection or service transfer.
  4. Provide the service address, contact details and other information requested by the application.
  5. Submit any required supporting information and review deposit or connection instructions provided by the city.
  6. Track the request through Palm Coast Connect and contact customer service if the requested service date is approaching.
Moving into a new property? Confirm that the City of Palm Coast is the utility provider for that exact address. Properties in the broader Palm Coast and Flagler County area are not necessarily billed by the same utility. For example, the Dunes Community Development District operates a separate utility billing system for its customers.

Utility Deposit Refunds

The city states residential deposits may be eligible for return or bill credit after 23 months of consistent on-time payment history, with no late fees in the relevant two-year period. Submit a deposit refund case through Palm Coast Connect.

If you move out, any remaining deposit is applied to the final bill, with an eligible remaining credit refunded under the city’s procedure.

What Changed on Palm Coast Utility Bills in October 2026?

Beginning October 1, 2026, Palm Coast adjusted charges for water, wastewater, stormwater and solid waste. These four services can appear together on a monthly city utility bill.

ServiceOctober 2026 ChangeWhat It Means
Water 5.1% rate increase Water service and consumption charges are affected according to the approved rate schedule.
Wastewater 5.1% rate increase Sewer-related charges are affected by the annual adjustment.
Stormwater $36.16 to $38.33 per ERU monthly $2.17 monthly increase per Equivalent Residential Unit.
Residential solid waste $34.37 monthly Published residential garbage and waste service charge.

These adjustments were announced by the City of Palm Coast on September 23, 2026. Your exact bill still depends on usage, meter characteristics, account classification and applicable services.

Read the official October 2026 rate announcement for the city’s explanation.

Important Sewer Billing Change

As of April 1, 2025, Palm Coast removed its previous 8,000-gallon sewer billing cap. Water recorded by the main meter is now generally subject to sewer consumption charges, including water used for lawn irrigation.

If you regularly irrigate a large yard through the main water meter, ask the utility department whether a separate irrigation meter is appropriate. The city explains that water passing through a separate irrigation meter is not subject to sewer fees.

Why this matters: A household can see a larger utility bill even when indoor water use stays the same. Outdoor irrigation through the main meter may increase both the water and wastewater portions of the statement.

Palm Coast Water Restrictions: 2026 Flagler County Schedule

Due to regional drought conditions, the St. Johns River Water Management District implemented Phase III Extreme Water Shortage restrictions in May 2026. Palm Coast’s current conservation guidance lists landscape irrigation as limited to one day per week.

PropertyAllowed Irrigation Day
Odd-numbered residential addressSaturday
Even-numbered residential addressSunday
Non-residential propertyTuesday
Permitted watering hours6 PM–8 AM

The Phase III order applies across Flagler County, including private well users. Palm Coast states that customers with a retail reclaimed-water meter are not subject to the restricted irrigation schedule in the same way.

Check the latest Palm Coast watering schedule.

Before setting an automatic sprinkler controller, confirm whether the current drought order remains active. Normal seasonal irrigation schedules may differ from emergency water-shortage restrictions.

Solutions for High Bills, Payment Problems and Water Emergencies

Payment Submitted but Balance Still Appears

Check whether the payment is still within the published posting window. Compare the amount, account number and confirmation number. Contact 386-986-2360 before making a second payment if the first transaction may already have been accepted.

Water Bill Suddenly Increased

Review the water consumption portion of the current bill and compare it with previous months. Look for running toilets, outdoor leaks, irrigation system faults or an unusually long billing period.

Also check wastewater usage. Since the former 8,000-gallon sewer cap was removed, greater outdoor water use through the main meter can have a larger impact on the total bill.

Can You Request a Leak Credit?

Palm Coast provides an application process for a one-time leak credit. The city says consumption must be at least four times higher to qualify for consideration. Approval is not automatic.

  1. Identify and repair the suspected leak.
  2. Keep the plumber’s invoice, repair receipt or other supporting information.
  3. Compare the affected bill with your usual consumption.
  4. Visit Palm Coast Customer Service and select the Leak Credit option.
  5. Submit the requested information and await the city’s review.

Unable to Pay the Full Bill?

The city offers utility payment plans through its Palm Coast Cares program. Published terms include plans of up to six months, with one plan per household per year where eligible.

Submit a payment arrangement request through Palm Coast Connect. A disconnected account may require a partial payment before service restoration and an approved arrangement.

Read Palm Coast Cares assistance details.

PEP Alarm or Sewer Backup

Some Palm Coast homes have a Pretreatment Effluent Pump (PEP) system. During heavy rain, a PEP alarm may indicate the tank is temporarily handling additional water.

The city’s guidance explains that the exterior panel’s alarm can be silenced by holding the button at the bottom for approximately three seconds. The red light may remain on while the pump catches up.

If the red light remains on longer than 24 hours, the alarm will not silence, or sewage begins backing up into your home, stop using water immediately and report the problem.

Use Palm Coast Connect to create a service case, or call 386-986-2360. Do not open the tank or attempt electrical or pump repairs yourself.

Boil Water Notices and Water Quality

If your neighborhood receives a precautionary boil water notice, follow the city’s specific instructions for the affected area. A local notice does not necessarily apply to every Palm Coast address.

Check the official Palm Coast Utility Department for boil-water guidance and water-quality information. Do not assume a notice has ended until the utility announces that it has been lifted.
