Racine Water Utility Rates and Charges in 2026
Racine’s official water-rate webpage continues to publish a tariff effective October 26, 2020. These are the listed water charges available on the utility’s rate page; they should not be mistaken for a separately published 2026 water-rate increase.
The water bill generally includes a fixed meter service charge, a consumption charge and a public fire protection charge. Sewer and stormwater fees may also appear on the statement.
Published Quarterly Water Meter Charges
| Meter Size | Quarterly Charge |
|---|---|
| 5/8-inch or 3/4-inch | $22.30 |
| 1-inch | $36.00 |
| 1.5-inch | $62.00 |
| 2-inch | $95.00 |
| 3-inch | $135.00 |
| 4-inch | $205.00 |
Published Water Consumption Rates
| Quarterly Usage Tier | Charge |
|---|---|
| First 15,000 cubic feet | $3.11 per 100 cubic feet |
| Next 185,000 cubic feet | $2.68 per 100 cubic feet |
| Usage above 200,000 cubic feet | $2.41 per 100 cubic feet |
One hundred cubic feet equals approximately 748 gallons. Unlike some utilities, Racine’s published volume tiers are not structured as increasing-price conservation blocks.
Public Fire Protection Charge
Racine, Mount Pleasant, Sturtevant, Elmwood Park and North Bay retail customers are billed directly for public fire protection based on meter size.
For a 5/8-inch or 3/4-inch meter, the published quarterly public fire protection charge is $10.20. This is separate from water consumption.
Example: Residential Quarterly Water Charges
Suppose a residence has a 5/8-inch meter and uses 1,500 cubic feet in one quarter.
- Water meter service charge: $22.30
- Consumption: 15 units of 100 cubic feet × $3.11 = $46.65
- Public fire protection: $10.20
Illustrative water subtotal: $79.15.
This does not include sewer, stormwater, household hazardous waste or other applicable charges. It is calculated using the tariff amounts displayed on the city’s published water-rate page, not a guarantee of your actual 2026 bill.
Official source: Racine Water Utility Rates.
Why Does My Racine Utility Bill Include Sewer and Stormwater Charges?
Racine Water and Wastewater Utilities use quarterly billing. A customer statement can include charges beyond the actual drinking water consumed.
- Water service: Fixed charges based on the meter size.
- Water usage: Charges based on measured consumption.
- Public fire protection: A meter-size-based charge supporting fire protection infrastructure.
- Wastewater: Sewer charges, including usage-based charges and capital costs where applicable.
- Stormwater: Charges related to storm drainage infrastructure.
- Household hazardous waste: A separate program charge may apply.
Racine Wastewater Utility explains that residential sewer charges are tied to water meter readings, alongside a quarterly capital charge supporting long-term infrastructure investment.
The City Council approved 2026 sewer rates in November 2025. The city’s 2026 Class I schedule identifies a $2.98 per CCF rate for City of Racine customers. Actual sewer bills can also include other charges.

Do not operate utility-owned curb-stop equipment yourself unless expressly authorized.
Official instructions: Racine Water Services.
Water Meter Replacement Appointments
Racine replaces water meters on a regular cycle. The city states that meter replacement is normally performed at no charge to the customer.
For a scheduled meter replacement, an adult age 18 or older must be present. The appointment generally takes about 30 minutes with limited water interruption.
Call 262-636-9185 if you received a utility notice and need assistance.
Report a Water Main Break or Unusual Water Pressure
If you notice water flowing from the street, a suspected main break, an unexpected interruption or low pressure affecting several properties, contact the water utility’s emergency service number.
24-hour water main break number: 262-636-9185.
What to Check Before Calling
- Check more than one faucet to determine whether the problem affects the entire property.
- Ask a nearby neighbor whether they are also experiencing low pressure or no water.
- Look for a visible leak, flooded ground or other unusual conditions.
- Do not enter flooded areas near electrical equipment.
- Call the emergency line with the nearest street address or intersection.
- Explain when the problem began and whether nearby properties are affected.
Racine operates a leak detection program for its distribution network. Utility staff investigate and repair identified problems on public infrastructure, while leaks on private property may be the owner’s responsibility.
See the official Leak Detection Program for background.
High Racine Water Bill? Check These Common Causes
Because Racine bills quarterly, a leak or running toilet can continue for weeks before the problem becomes obvious on the statement.
- Compare consumption. Check the number of cubic feet used on the current and previous bills.
- Inspect toilets. Listen for water running after flushing and check for leaking tank components.
- Check visible plumbing. Look under sinks, near water heaters and around exposed pipes.
- Review outdoor water use. Check hoses, irrigation systems and outdoor faucets during warmer months.
- Consider seasonal differences. Lawn watering or filling a pool can raise summer consumption.
- Ask about the meter reading. Contact billing if consumption seems inconsistent with your household activity.
- Repair confirmed private leaks. Use a qualified plumber when appropriate and keep repair documentation.
Racine’s Leak Detection Program may identify problems affecting private service lines, but the property owner may be responsible for private-side repairs.
Racine Drinking Water Quality and Lead Service Lines
Racine Water Utility operates a drinking-water treatment and distribution system serving Racine and surrounding communities. The utility publishes water quality information and maintains programs focused on infrastructure improvement.
Lead Service Line Replacement
In March 2026, the City of Racine announced its Lead-Free Racine initiative, a multiyear program intended to replace lead service lines.
Customers concerned about an older service line should check the city’s lead service line resources and contact Racine Water Utility for property-specific information.
- Visit Racine Water Utility.
- Find the Lead Service Line Replacement Program information.
- Open the city water service line dashboard, where available.
- Look up the property using the available address-search tools.
- Review the listed service line material or status, recognizing that some records may be incomplete.
- Contact the utility at 262-636-9181 if further verification or replacement information is needed.
If you suspect lead plumbing, use cold water for drinking and cooking and follow current guidance from the utility or health department. Boiling does not remove lead from drinking water.
Seasonal Water Taste and Odor
Racine Water Utility issued a July 21, 2026 announcement addressing seasonal taste and odor concerns while awaiting state approval for enhanced treatment.
Taste or odor alone cannot establish whether water is safe or unsafe. For current concerns, check official Racine water quality announcements and follow any utility or public-health advisory.
