Clay Water Utility Rates and Fees Effective October 2026
CCUA adopted new rates for its 2026–2027 fiscal year beginning October 1, 2026. The authority announced a 4.6% increase for several residential water, wastewater and reuse charges.
Residential Water Consumption Rates
| Monthly Water Consumption Tier | Rate per 1,000 Gallons |
|---|---|
| First 6,000 gallons | $1.97 |
| 6,001–12,000 gallons | $5.83 |
| 12,001–18,000 gallons | $7.54 |
| Above 18,000 gallons | $9.67 |
These consumption charges are separate from monthly base facility charges, wastewater charges, reclaimed-water charges and applicable surcharges.
CCUA estimates that approximately 70% of its residential customers will see an increase of less than $4 per month from the adopted rate adjustments.
Connection, Late Notice and Reconnection Charges
| Service or Fee | Effective October 1, 2026 |

Start, Stop or Transfer Clay County Water Service
CCUA asks customers to submit service requests at least two business days before the requested start, transfer or cancellation date.
Starting Residential Service
- Open CCUA Start, Stop or Move Service.
- Choose the new residential service application.
- Enter your service address and requested connection date.
- Provide the identification and account details requested by CCUA.
- Review the required deposit and any connection charge.
- Complete the application and follow up if additional documents or inspections are required.
Applying in Person
CCUA lists the following items for new residential customers applying at the office:
- A valid driver’s license.
- A document showing your Social Security number, such as an eligible card, pay stub, health insurance document or tax document.
- Any additional information requested for the property or service connection.
If the property uses reclaimed water for irrigation, CCUA may require a short cross-connection inspection. An adult must be present for this inspection.
Moving to Another CCUA Address
Use the transfer request option on the official service page. Have your current and new addresses, account information, requested transfer date and required identification ready.
CCUA advises customers to request transfers at least two business days ahead. Make sure the old service has a specific end date. If the new service begins more than 30 days after the previous service ends, another deposit may apply.
Stopping Water Service
Request cancellation online or by phone at least two business days in advance. Provide your forwarding address so the final statement or eligible deposit refund can be sent correctly.
High Water Bill? Check CCUA Leak, Pool and Sod Credits
Clay County Utility Authority offers several bill-adjustment programs. These credits are not automatic, and qualification depends on the reason for unusually high usage and the supporting records.
Leak Adjustment
If a plumbing leak caused an unusually high bill:
- Find and repair the leaking fixture, irrigation line or other plumbing problem.
- Keep the plumber’s invoice, parts receipt or another proof of repair.
- Review your normal consumption and the affected billing period.
- Open the CCUA Bill Credits page.
- Follow the leak-adjustment instructions and submit the required documents.
CCUA evaluates adjustments using documented repairs and typical account consumption. An application does not guarantee a credit.
Swimming Pool Fill Credit
Customers filling a swimming pool may qualify for a wastewater credit once per calendar year.
Record the date and capacity of the pool before requesting the credit. Review the official bill-credit instructions to confirm eligibility and the documents required.
New Sod or Landscaping Credit
New landscaping can temporarily increase water use. CCUA lists a sod-installation credit for qualifying cases involving heavy watering after installation.
Keep the sod or landscape installation receipt and watering schedule. Submit these details through the CCUA bill-credit process.
Clay County Watering Restrictions in October 2026
CCUA currently reports Phase III Extreme Water Shortage restrictions. These temporary rules are more restrictive than the ordinary seasonal irrigation schedule.
Under the current notice, irrigation is limited to one day per week using the applicable Eastern Standard Time schedule. The rules apply to potable water, private wells, pumps, groundwater and surface-water sources.
The authority’s general conservation guidance also restricts watering between 8 AM and 6 PM and limits watering to no more than one hour per zone.

Common Clay Water Utility Problems and Solutions
Payment Is Not Appearing in Your Account
Check your payment confirmation and account number. If you paid by electronic check before 5 PM, CCUA publishes same-day posting guidance. Other payment methods may take different amounts of time.
If your account still shows unpaid, contact 904-272-5999 with the payment date, amount and confirmation number. Avoid making a duplicate payment until the first transaction has been checked.
Unusually High Water Consumption
Compare your current and previous meter readings. Look for running toilets, dripping faucets, irrigation leaks and damp ground around outdoor plumbing.
CCUA’s tiered water rates mean that high consumption can be expensive. Usage above 18,000 gallons falls into a higher rate tier than the first 6,000 gallons.
If a leak caused the increase, repair it and review the utility’s bill-credit program.
Water Service Disconnected for Nonpayment
Call customer service and request the full amount required for restoration, including overdue charges and any reconnection or nonpayment fees.
CCUA’s published charges are higher for some after-hours, weekend and holiday nonpayment services. Ask about the applicable schedule before making arrangements.
Water Main Break or Wastewater Emergency
For urgent utility-related water or wastewater problems, call 904-272-5999. Provide the property address, nearest intersection, when the issue started and what you are seeing.
Do not open utility meters, operate public valves or enter areas contaminated by sewage.
Boil Water Advisory
CCUA publishes location-specific service interruptions and precautionary boil water advisories. On October 21–22, 2026, for example, the authority published notices involving portions of Blanding Boulevard and Tuscarora Trail.
These notices concern specific service areas and should not be treated as countywide instructions.
Check the official CCUA website for your street or subdivision. Follow any active boil-water instructions until the utility officially lifts the advisory.
Need Help Paying the Bill?
CCUA describes payment arrangements for qualified customers and local assistance programs that may help households experiencing financial difficulty.
Contact customer service before the payment deadline. Ask whether your account qualifies for a short-term extension or a community assistance referral.
